Position Details:
This full-time, unrepresented position reports to the Agency Work Planning and EPA Grant Manager (AWPGM) and is a member of the EPA (Environmental Protection Agency) Program. The EPA Program is an organizational section within the Internal Operations Division. This position is exempt from civil service law.
The default assigned work location of all Partnership positions - both on-site and telework - is within the State of Washington. Employees have a choice for their onsite work between our Olympia, Tacoma, or Seattle locations. Although employees can choose to work from our satellite office in Seattle, employees will not be eligible for the King County Duty Station Premium Pay.
What does "EMS" mean? Exempt Management Service (EMS) is the term used to identify positions exempt from state civil service law. These positions do not have the same rights as classified positions. What does exempt from state civil service law mean?
The annual starting range of compensation for this position is between $73,644 - $81,372 depending upon qualifications. The full position salary range is $73,644 - $89,100. Hiring supervisors can negotiate employment offers with candidates for this recruitment within the boundaries of the starting salary range based on a formulaic approach. The position range is the broader range the newly hired person can expect their salary to grow during their tenure in the position. Salary ranges will increase when future legislatively approved general wage increases for non-represented state employees occur. Bonuses, benefits, and/or additional pay may be available based on recruitment, retention, and incentives approved through legislative acts.
Conditions of the Working Environment (with or without accommodations): Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times when irregular hours will be required. The nature of this role relies heavily on remote and in-person collaboration. The Records and Information Specialist position is eligible to telework but is required to report on-site for in-office work, trainings, and meetings with partners at project locations. This position will not be eligible for out-of-state telework. This position may require you to work more frequently in an office setting than others if you're unable to effectively conduct work remotely or as business needs arise. Travel requirements will be limited, however, there may be occasions when this position is required to travel and work to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location with internet bandwidth that supports the use of Virtual Private Network (VPN). Newly hired employees must begin their appointment within 90 days of the date of accepting the employee offer and report to the Olympia office headquarters in person on the first day of employment . In addition, if currently living outside of Washington state, newly hired employees must relocate to Washington state within 30 days of starting employment.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.

The Essential Duties of this Position:
- Manage agency responses to public records requests under the WA State Public Records Act.
- Identify, gather, and produce public records, ensuring legal deadlines are met.
- Review and redact responsive records, applying withholding exemptions as needed.
- Maintain a log of public records requests and manage the intake process.
- Develop and deliver staff training on public records, record retention, and management.
- Advise staff on public record requests, their roles, and risk mitigation.
- Conduct eDiscovery searches using effective terms and methods.
- Provide technical assistance for retrieving electronic data and metadata.
- Archive records with the State Records Center and manage Box Governance.
- Lead agency documentation of records retention, filing systems, and essential records schedules.
- Support agency work planning, including maintaining templates and guiding staff.
- Other duties as assigned.

- Five (5) years of professional experience working with public records and records management.
- An Advanced degree in business, public administration, program management, or closely allied field; AND
- Three (3) years of professional experience working with public records and records management.
- Juris doctor degree; AND
- Three (3) years of professional experience working with public records and records management.
Preferred Qualifications:
- Direct project management experience including: developing project plans, leading project teams, managing risks, facilitating communication, tracking performance, and managing resources
- Expert level experience with project management application structure and process
- Experience with researching, analyzing, and managing legal information
- Proficient in utilizing Microsoft eDiscovery on a regular basis as a tool to search, identify, deliver, collect, preserve, reduce, export, and review content in Microsoft 360 and Office 365 products
- Certified Public Records Officer from the Washington Association of Public Records Officers (WAPRO) or Certified Records Manager certification from the Institute of Certified Records Managers (ICRM)
- Experience providing records management services to include records scheduling and inventory
- Knowledge of information governance principles/practices; general understanding of information technology
- Experience working in Washington state government

Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
