General Description

Under the direct supervision of the Chief Financial Officer and in collaboration with the Chief Investment Officer, the Investment Compliance and Accounting Manager is responsible for transforming data into actionable business insights and implementing solutions. This role leverages expertise in investment accounting, compliance, legal, and audit to identify business needs, improve processes, and manage Custodian and Securities Lending Agent relationships. The position ensures investment operations are efficient, compliant, and effectively controlled.

The Investment Compliance and Accounting Manager brings strong organizational skills, attention to detail, and experience in investment compliance, reporting, and partnerships. Working closely with the Investment Department and other internal teams, this role oversees investment controls, process improvement, and key financial projects.

Serving as a liaison across Finance, Legal, and Investment departments, the Investment Compliance and Accounting Manager identifies process enhancements, proposes innovative business solutions, and facilitates the execution of critical processes. The role requires problem-solving abilities, technical and analytical expertise, and a collaborative approach to optimize systems and procedures impacting multiple departments.

This position provides exposure to diverse aspects of the investment portfolio while requiring comprehensive knowledge of accounting principles, compliance standards, and investment industry practices.

Job Requirements:
  • Supervise the Investment Compliance and Accounting Team.
  • Serve as the primary contact for the Custodian and Security Lending Agent on CTPF's investment accounts handling all account maintenance including opening new accounts, closing terminated accounts, updating manager instructions, transferring transition funds, recalling loans, handling stale securities, etc.
  • Manage special projects as requested by the Investment Portfolio Managers and Chief Investment Officer, including reviewing annual certification compliance, analysis of data, compliance documents, and certifications.
  • Collaborate with Investment Department, Investment Managers, and Custodian to ensure quality and integrity is maintained at all levels of reporting functions, especially as it pertains to the investment portfolio.
  • Monitor and evaluate trade analytics and foreign exchange transactions within the portfolio. In particular monitor the cost dynamics for the transactions to ensure best pricing is achieved.
  • Collaborate with Portfolio Managers, Chief Investment Officer, and Finance Department to provide investment related data for year-end audits and financial statements.
  • Audit and review documentation (investment details and ACFR items; i.e. BNY Mellon SOC 1 reporting and review, DOI documentation, Investment section of ACFR, Investment Management Documents, Letters of Certification, etc.).
  • Complete cash forecasting model and fund transfers for monthly benefit payments.
  • Complete Investment Manager Fee forecast to support the annual budget process.
  • Audit the accuracy of investment manager fees against agreed upon manager contractual agreements. Keep detailed records of all public and private investment management fees paid.
  • Coordinate and track capital calls, distributions, recallable distributions, income activity and categorizations.
  • Complete and submit the Illinois Economic Opportunity Report, Annual Governor's Report on MWDVBE Utilization, Senate Hearing questionnaire, MWDVBE(Minority, Women, and Disabled Veteran Owed Business Enterprises) Brokerage and any other report as mandated in the Illinois Pension Code.
  • Complete, respond to and file taxes, tax reclaims and global tax audits
  • Hire, train and support any Investment Compliance and Accounting analyst(s)
  • Write documentation and train users on newly implemented solutions.
  • Create detailed project plans by identifying detailed tasks with deliverable dates and dependencies.
  • Drive and report on project progress, including schedule, issues, and project risks.
  • Support other team members and other departments in diagnosing issues, analyzing, and proposing appropriate solutions.
  • Support BNY Mellon reporting (i.e. Cost to Equity method reporting project, BNY Mellon initial reporting set-up and training, and BNY Mellon G/L Interface automation project)
  • Assist the Finance Reporting Team with maintaining records of custodial transactions and preparing entries to general ledger by Manager and security type.
  • Assist the Finance Reporting Team with general ledger and journal entries preparation questions and inquiries.
  • Assist the Finance Reporting Team with reconciling and correcting security holding discrepancies between investment manager portfolios and master custodian records.

Education and Experience
  • Bachelor's Degree is required with concentration in Finance, Economics, or Accounting.
  • Master's Degree or MBA preferred.
  • 5-10 years of related investment experience.
  • Proficient knowledge of Microsoft Office.


Physical Requirements
  • While performing the duties of this job, the employee will likely sit for long periods of time, with some standing and repetitive physical activity.
  • The employee may occasionally lift and/or move up to 10 pounds.

  • This job operates in a professional office environment. This role routinely uses standard office equipment (i.e., computers, phones, and photocopiers).
