Position Description

As Government Contracts Compliance and Operations Manager, you will provide critical support to the global GDLS enterprise. This position provides strategic guidance and critical collaboration across GDLS to ensure compliance with current and developing government contracting regulations. A key focus of the position will be to build strong working relationships across GDLS to promote the company's commitment to compliance in a highly regulated and complex business environment.

The successful candidate will have strong organizational skills and be able to balance strategic thinking with effective implementation.

Key Job Elements:
  • Develop and promote strategic planning for compliance with complex government contracting regulations.
  • Develop, implement, administer and enforce all policies, procedures and activities required to manage GDLS's government contracts compliance program.
  • Serve as a liaison with the business to ensure compliance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and other government contracting rules and regulations.
  • Manage a cross-functional compliance committee to support risk management and contractual compliance associated with various government contracts.
  • Benchmark latest government contracting legal developments and best practices; Identify areas for improvement and implement changes.
  • Support GDLS proposal activity, with particular emphasis on compliance with existing and upcoming government contracting regulations.
  • Establish and manage the development and deployment of relevant compliance training to appropriate personnel.
  • Required Qualifications:

    • Bachelor's degree
    • 7 to 10 years' relev ant experience
    • Strong working knowledge of government regulatory compliance including the FAR, DFARS and other relevant regulations or professional auditing standards
    • Experience working directly with government contracting officers, auditors or government administrators including support of the management and negotiation of government contracts, audits, pricing, reporting and other compliance requirements
    • Experience performing and managing risk assessments as well as developing and improving compliance programs. Demonstrates ability to balance legal, quality and business objectives and distinguishing between risk mitigation and risk elimination
    • Knowledge of all government contract types including Firm Fixed Price (FFP), Firm Fixed Price Level of Effort (FFP LOE), Time and Material (T&M) and Cost Plus type contracting
    • Experience developing and administering training and professional development programs
    • Excellent verbal and communication skills, ability to interact and communicate effectively with all levels of personnel including individuals in many different functions
    • Strong leadership skills, including experience managing project teams on multiple priorities and providing direction to team members
    • Ability to develop recommendations for process improvement using innovative and cost-effective solutions. Ability to influence leadership on new ideas and approaches to improve processes.
    • Excellent ability to work collaboratively with other team members and departments

Preferred Qualifications:
  • Prior DCMS/DCAA audit, legal and /or government compliance experience
  • Experience with interpretation of complex regulations
  • Experience working in a complex, global organization
