As a Construction Program Leader - Major Construction, you will manage and lead the Capital Investment Program (CIP) and its major works projects at and around SEA airport. You will provide contract and program development and management and contribute to the development of business processes and policies necessary to deliver programs and projects.
  • You will provide full-scope of management and supervisory responsibilities over multiple levels of Engineering-Construction Services employees including evaluating performance, hiring, determining disciplinary action, developing, mentoring and coaching, and delegating work assignments.
  • You will provide leadership, coordination, planning, scheduling, and budgets for all assigned program and projects involving multiple project sponsors, Port departments, permit agencies, customers, cities and agencies.
  • You will lead, manage, and facilitate a major capital construction program with multiple integrated construction projects from design to completion. You will collaborate with Capital Program Leaders to develop short- and long-term execution plans for all future capital and large expense programs.
  • You will support development and execution of annual department budgets in accordance with applicable policies.
  • You will utilize auditing services, legal services, disputes review boards, mediation and arbitration services to resolve claims before they enter formal litigation.
  • You will obtain agreement of non-construction project issues which require discussion, presentations, negotiation and coordination with local, federal and state agencies, customers, tenants, or affected communities.
  • You will lead the discussion, negotiation and resolution of major parts of contracts that make up complete and binding contract agreements.
  • You will provide input for updates to the general conditions for major construction contracts.


Who you are:

  • Experienced - You have seven (7) years of experience in major capital improvement program including construction project management, inspection, cost estimating, scheduling, and/or payment processing, to include four (4) years of supervisory/lead/mentor experience including leading a project or process.
  • Desired - We hope you have a bachelor's degree in construction management, engineering or architecture. We hope you have certifications for Professional Engineer (PE) license, Registered Architect (RA), Certified Construction Manager (CCM), Project Management Professional (PMP).

What else you need to know:

  • Driver's License - You will need a valid Washington State Driver's License, or the ability to obtain one, is required in order to travel locally to project sites.
  • Work Schedule - Your normal work schedule will be Monday - Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies.
  • Work Environment - This work will take place in a hybrid/in-office setting at Management's discretion. You may be exposed to areas of high noise, various hazardous materials, work at heights and/or in confined spaces.
  • Washington State Residency Requirement - Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
  • Safety Requirements - You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
  • Security Requirements - As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
  • Security Requirements - You may be required to obtain a U.S. Customs and Border Patrol (CBP) Customs Seal within 30 days of hire.
  • Security Requirements - As the successful candidate, you may need to obtain a Transportation Worker Identification Card (TWIC) within the first three months of employment.
