Are you a visionary IT leader with executive level experience who needs a challenge? The Washington Military Department is looking for a Chief Information Officer who can lead a team which has a significant impact on the safety, security, and resiliency of Washington State and strives to be on the leading edge of implementing new technology solutions.
In this position, you will report directly to the Adjutant General/Department Director. You will be responsible for executive level strategic planning, policy compliance, and resource management of the organization's critical technology resources to include Telecommunications/Emergency Communications, Network/Desktop Operations, Applications and Databases, Distance Learning, IT Security, Project Management, and IT Administrative Services. You will oversee the information technology infrastructure with more than $40 million in IT assets.
You will serve as an important member of our Executive Management Team and will be responsible for directly supervising the IT Policy and Planning Manager, IT Security Senior Manager, and an Administrative Assistant 4. Additionally, you will have 2nd and 3rd line supervision of 18+ professional IT positions.
This is a civilian position and does not require military service affiliation.

Compensation: The Chief Information Officer is in Exempt Management Service (Band 4) and serves at the pleasure of The Adjutant General/Department Director. The successful candidate's salary will range from $140,000 to $155,000 per year, depending on qualifications.
CONDITIONS OF EMPLOYMENT
Background Investigation:Must successfully complete the appropriate background checks required for employment and to access the Department of Defense (DoD) computer systems and must qualify to be issued a DoD Common Access Card (CAC). Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Driver's License:
Valid to drive in the State of Washington. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility: Willingness to work on a Military Controlled Access Installation.
Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the ). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.
Work Hours: The standard work schedule is Monday through Friday, 8 hours a day. The actual work hours will be established between the employee and supervisor and will start no earlier than 6:00am and end no later than 6:00pm.
Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel: Occasional travel may be required. This may include overnight stays.

Retirement and Deferred Compensation

Holidays

Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Duties
Some of what you will do:
Executive Leadership
- Serve as a member of the Executive Management Team (EMT), providing leadership and recommendations to ensure sound IT principles are applied to all phases of departmental operations and decision making for both the state and federal missions.
- Provides advice and policy direction to the EMT on all matters pertaining to systems development, deployment, maintenance, cost control, quality control, computing and telecommunications equipment requirements and staffing.
- Defines and drives the strategic direction for the IT Division through strategic, tactical, and operational planning.
- Envisions and articulates a clear roadmap for technology innovation that aligns with the Military Department's mission and strategic plan.
- Directs IT Division budget. Provides consultation and guidance on other division IT investments.
- Participates as a member of the EMT in the development of agency budget. Develops and reviews agency budget requests.
- Develops and manages long range technology modernization plans to ensure that information processing services and capacity are available to meet Department needs.
- Oversees information technology infrastructure with more than $40 million in IT assets assigned to various missions and dispersed throughout the state.
- Plans, directs, organizes and controls the work performed by the IT division.
- Directs the oversight of IT programs, including IT Security, IT Network/Desktop Operations, IT Applications and Databases, IT Distance Learning and Media, IT Telecom and Emergency Communications, and IT Project Management.
- Inspires and fosters team commitment, spirit, pride, and trust to facilitate cooperation and motivate team members to accomplish group goals.
- Encourages professional, high quality and customer-focused performance.
- Leads multi-division projects that combine and leverage divisional technology goals and investments for the overall benefit of the Department.
- Oversees the mitigation and management of IT security risks.
- Responsible for IT operational and policy governance changes in the area of security and data privacy.
- Provides Joint Field Office technology support to enable FEMA and the State to provide disaster recovery and assistance to impacted jurisdictions.
- Ensures continuation of IT operations for issues that affect/impact the state and federal missions, operations and resources.
- Advises executive leaders, managers, supervisors and employees on policy and strategy for use of current and emerging IT in their divisions and programs.
- Participates in and provide technical leadership to multi-disciplinary and multi-jurisdictional committees including the State Interoperability Executive Committee (SIEC), the SIEC Advisory Workgroup (SAW), The State Geographical Information Technology Committee, Enterprise Security Governance Committee, Technology Management Council, and Agency Enterprise Risk Management Committee.
- Serves as the agency interface to OCIO and WATech.
Qualifications
REQUIRED QUALIFICATIONS

Education/training:
- Completion of FEMA National Incident Management System Training.
- Mid to senior level management experience overseeing specialists from multiple IT functional areas (network, telecommunications, distance learning, software development, desktop support, etc.).
- Aligning technology with business strategy.
- Policy analysis and formation.
- Managing medium-to-large budgets with multiple funding sources.
- Program/Project management experience involving extensive collaboration and integration of multiple organizations to achieve program/agency objectives.
- Effective managerial and executive leadership traits/skills and management processes for leading IT programs in a medium sized, highly complex organization.
- Federal and state budget policies, procedures, and regulations.
- Federal and state legislative procedures and general government operations.
