Under the general direction of the Director of Planning, works independently to implement the City's development standards including zoning, subdivision, and other regulations. This is primarily a long-range planning position involved in comprehensive planning, research, and policy development. Additionally, this position works directly with customers on development proposals, permitting, code compliance, and inquiries.

Essential Duties & Responsibilities
- Reviews, manages, and processes complex current planning requests/projects in conformance with the Comprehensive Plan, Development Code,other adopted plans, studies,development standards, and assists Planning Manager with project management; oversees permitting and development processes.
- Researches, interprets, and explains codes and ordinance application to specific projects, properties, or situations.
- Manages Community Development Block Grant program.
- Manages City's Uber 3.14 program.
- Provides recommendations on how to address review comments.
- Prepares written reports and makes presentations to boards, commissions, committees, and the City Council.
- Provides technical support to boards, commissions and committees, and other special call meetings.
- Responds to complex questions from citizens, management, city officials and others, and provides assistance.
- Oversees the preparation and reproduction of publications and educational materials issued by the Department.
- Plans, organizes, and conducts neighborhood meetings, training sessions, and other outreach efforts. Speaks as City representative before public groups.
- Assists with special projects related to code revisions, manual updates, process review, and research to discover patterns and/or discrepancies.
- Supervises, trains, and evaluates assigned staff members.
- Establish and maintain effective working relationships with both internal and external stakeholders.
- Assists with long-range planning and historic preservation efforts, as needed.
- Provides direct professional support to the Planning Director.
- Performs other related duties as assigned.
Qualifications, Experience, and/or Certifications Required
MINIMUM QUALIFICATIONS:
- Completion of a bachelor's degree or equivalent in Urban Planning, Architecture, Landscape Architecture, Public Administration, or related field;and
- A minimum of four (4) years of experience with a local government or private planning firm.
- Certification by the American Institute of Certified Planners (AICP) is required.
- Or an equivalent combination of training and/or experience which evidences a comprehensive knowledge of required job duties and expectations.
- Must possess or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle vehicle insurance provider.
