The Wisconsin Department of Veterans Affairs (WDVA), Division of Enterprise Services, has an opening for a Budget & Policy Supervisor - Advanced position to serve as a section chief in the Bureau of Budget, Policy & Facilities, overseeing the management of biennial budgets, grant budgets, and annual operating budgets for department programs.

This position is headquartered at the Wisconsin Revenue Building , situated conveniently off the Beltline just five minutes from Downtown Madison. The position works under a flexible hybrid remote work schedule with the option to alternate time in the office with remote work.

Position Summary

This position is responsible for the development, management, and monitoring of biennial budgets, grant budgets and annual operating budgets for department programs. This includes the development of budget guidelines, the identification and study of issues of key importance, analysis of budget requests and development of alternative proposals, preparation of the budget proposals, and the review and preparation of the statutory language necessary to implement the budget proposals. The incumbent will act as a liaison with the Department of Administration and the Legislative Fiscal Bureau, as well as make presentations to WDVA leadership and other executive groups.

This position will oversee the development and implementation of the department's internal audit program, coordinate the response to external audits, including implementation and reporting of corrective actions, and coordinate expenditure and revenue reporting activities with the Bureau of Fiscal Services, ensuring compliance with grant and budgetary management and reporting requirements. The position is also responsible for directing and coordinating activities to apply, accept and manage federal and non-federal grants.

Salary Information

The starting salary for this position is between $47.00 - $51.85 an hour ($97,760 - $107,848 annually). The Budget & Policy Supervisor - Advanced classification is in pay schedule and range 81-02.

Salaries are dependent on candidate qualifications. Compensation for current State employees may vary and will be set in accordance with the State Compensation Plan.

Job Details

This position is eligible to work remotely after an initial training period. Remote work is intended to be performed primarily in the State of Wisconsin. High speed internet access is a requirement of remote work. Remote work options are subject to change based on business needs.

Due to the nature of this position's duties, candidates will be subject to a criminal background check prior to appointment.

Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of application. WDVA does not sponsor work or student visas, either at time of hire or at any later time.

A two-year Career Executive trial period will be required.

Qualifications

Minimally qualified applicants will have experience:
  • Performing statistical and financial analysis; and
  • Preparing and presenting complex financial reports; and
  • Applying Generally Accepted Accounting Principles (GAAP) standards, and
  • Acting as a project manager or leading and coordinating the work of other employees on a shared project (e.g., train staff, set expectations, delegate work to staff members, etc.).
Well-qualified applicants will also have experience:
  • Administering or managing grants or federal funding; or
  • Managing a financial audit; or
  • Interpreting and applying federal or state statutes; or
  • Performing supervisory duties (e.g., evaluate work performance, hire, and onboard staff, conduct performance reviews, etc.).
