CONFIRE, JPAis recruiting for Management Information Systems (MIS) Director, who will oversee the implementation and management of technology systems within the communications center, ensuring seamless integration, security, and operational efficiency of critical infrastructure, including the support and maintenance of systems utilized for triage and emergency response coordination.
Under the general administrative direction of the Executive Director, the MIS Director provides leadership and strategic direction for the Management Information Systems (MIS) Division. This role is responsible for developing and managing IT-related strategic plans, setting goals and priorities for technology infrastructure, cybersecurity and service delivery, and overseeing the division's budget to ensure efficient resource allocation and usage.
As a single-position classification, the MIS Director is responsible for defining and executing strategies to achieve CONFIRE's technological objectives. This position provides ongoing leadership through a subordinate manager and supervisory staff, guiding a team of MIS professionals in delivering all technology-related services twenty-four hours a day, seven days a week. Additionally, the MIS Director acts as a liaison between CONFIRE and its member agencies, contract agencies, technology providers, vendors, and stakeholders, ensuring effective collaboration and alignment with organizational goals
Duties may include, but are not limited to, the following:
Directs the MIS Division by setting priorities, determining budgets for strategic projects, and assessing staffing needs and the organizational structure to meet CONFIRE's MIS requirements. Prepares and signs work performance evaluations, manages hiring and disciplinary actions, and ensures staff receive appropriate training. Develops and implements technology strategies and to achieve business goals and priorities, leads IT analysis, makes recommendations on infrastructure and application systems, and evaluates current and future IT needs. Implements new technologies and system upgrades to improve efficiency, security and operational effectiveness. Cultivates vendor relationships for software, hardware and telecommunication services. Prepares, monitors, and manages the technology budget, identifying and recommending necessary equipment, systems, and staffing resources. Manages capital assets including purchasing, inventorying and disposal. Ensure IT policies, procedures and best practices are documented and adhered to. Evaluates operational issues and implements necessary changes to meet management objectives. Reviews workload and quality metrics, guiding the development of operational standards. Provides vacation and temporary relief as needed. Performs other duties as assigned.
CONFIRE, JPAis a Joint Powers Authority (JPA) located in San Bernardino County California established to provide communications, dispatch, computer information systems support (IS), and geographic information systems (GIS) to CONFIRE member and contract agencies. The CONFIRE Communications Center's (Comm Center) primary function is to provide 24-hour/365 day direct fire, EMS, and rescue dispatch services to CONFIRE agencies. Beyond the direct fire dispatch role, Comm Center also functions as the San Bernardino County (XBO) Operational Area dispatch, which provides large incident coordination for fire, local government, and emergency medical resources on a countywide basis.
CONDITIONS OF EMPLOYMENT
Background: A successful background check and medical exam are required prior to assignment.
Availability: CONFIRE is a twenty-four hour facility; applicants must be available to work all shifts, weekends and holidays.
Location: Must be willing to work at any CONFIRE location within the San Bernardino County.
Travel: Travel within and outside the County may be required. A valid California Class C driver license and proof of automobile liability insurance must be provided at time of hire and maintained throughout employment.

Minimum Requirements
Minimum Qualifications:
Experience: Five (5) years of full-time equivalent management-level experience in a complex IS/IT environment with increasing responsibility for overseeing technology infrastructures and implementing enhancements to support core functions and improve service delivery.

Education: A bachelor's degree or higher in Information Technology, Systems Analysis, Information Systems, or a related field.

Work Experience:

- A strong understanding of 911 systems, Computer Aided Dispatch (CAD), VoIP, Geographic Information Systems (GIS) and network security.
Education:
- A Master's degree in Information Technology, Information Systems, Computer Science, or a closely related field is highly desirable.
