THE WORK:

  • (Internal Title-Project Management V)
    • Oversee and manage the Contractor's Testing and Commissioning Team to ensure milestones are met without compromising safety or quality
    • Develop and ensure a progressive handover approach so testing is phased and not bottlenecked by civil works delays
    • Drive integration across traction power, track, signals, tunnel ventilation, and communications
    • Ensure the Contractor's Testing and Commissioning processes align with system assurance, operational readiness, and safety case requirements
    • Validate that test reports, commissioning certificates, and safety approvals are properly documented before service trials
    • Work closely with the Independent Safety Assessor (ISA) to review safety-related test results and certification readiness
    • Proactively address testing risks related to civil delays, design changes, or system integration issues
    • Ensure the Contractor's Testing and Commissioning schedule is properly phased with construction completion and system installation
    • Ensure Operations & Maintenance (O&M) teams are engaged early for operator training, trial running, and final acceptance
    • Provide final approval for system readiness, ensuring all commissioning requirements are closed out before revenue service
    • Ensure all Testing and Commissioning documentation, certifications, and as-built records are completed
    • Managing testing and commissioning interfaces and dependencies across all asset groups (incl facilities and systems)
    • Leading the handover of assets to stakeholders such as Stakeholder's Asset Management and Maintenance
    • Leading operational readiness task force
    • Responsible for the assigned projects from inception through to completion
    • Develop new project plans in consultation with stakeholders, including clients
    • Direct the human and material resources required to complete assigned projects successfully
    • Formulate a resource allocation strategy and utilize this to distribute work and budgets
    • Exercise authority in managing the work and controlling the delivery of the projects per project plans
    • Monitor project staff performance to ensure excellence and adherence to specified deadlines
    • Review and ensure observance of the overall scope, schedule, and budget
    • Identify risks and implement mitigation strategies and contingency plans
    • Lead the tracking, monitoring, and reporting on performance against project requirements, schedule, milestones, budgets, quality measures, and KPIs, and addressing of issues with corrective actions as appropriate
    • Evaluate the project's effectiveness by consulting with clients and project staff
    • Oversee staff on progress reports, proposals, and presentations to various audiences, including the project team, client executives, key stakeholders, and operations
    • Direct the negotiation of scope changes
    • Manage ongoing quality control checks and participate in quality issue resolution
    • Define the success criteria and disseminate them to involved parties throughout the project and program life cycle
    • Set and interpret project and program expectations while delegating and managing deliverables with team members and stakeholders

HERE'S WHAT YOU'LL NEED:

  • Experience:
    • Minimum of 18 years of experience in Project Management on large scale rapid transit projects
    • Significant testing and commissioning experience on large scale rapid transit projects
    • Significant project management experience on large scale rapid transit projects
    • Experience leading a team of technical professionals and managing contractor's testing and commissioning activities
  • Education:
    • Bachelor's degree in a relevant field
  • Licenses OR Certifications:
    • Holding a recognized Project Management Professional (PMP) certification
  • Skills and Competencies:
    • Knowledge of principles and practices of architecture, urban planning, engineering design and their application to the construction of rapid transit projects
    • Demonstrated experience successfully managing the competing objectives of many external and internal stakeholders
    • Sound commercial and business acumen, with experience managing complex negotiations for
    • construction projects to align with overall project objectives
    • Excellent communication and collaboration skills with experience managing a variety of internal and external stakeholders, including municipalities and third-party utility providers
    • Expert grasp of prevailing Project Management methods
    • In-depth understanding of tools and metrics needed to evaluate project performance
    • Advanced skills in Microsoft Office
    • Proficient in Project Management software
    • Must maintain professional development to keep abreast of emerging technologies, methods, and best practices
    • Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
    • Keen eye for detail and adept problem-solving abilities with a track record for meeting deadlines
    • Must have demonstrated experience relaying and receiving information (written and verbal) in a demanding multidisciplinary project environment
    • Expert ability to detect, capitalize, and be sensitive to others' strengths
    • Demonstrated capability to supervise, delegate, and develop capacity
    • Proven capacity to anticipate, identify, and minimize risks
    • Effectively lead multi-resource Project Management teams
    • Ability to perceive and ameliorate conflict and tension
    • Expert ability to work collaboratively and independently on creative and analytical tasks in a structured, disciplined, technology-driven environment
    • Ability to work creatively and analytically in a problem-solving environment by ensuring effective teamwork, promotion of innovation, and overall excellence
