The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the city.

New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100-million-gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection's Bureau of Water and Sewer Operations (BWSO).

The primary responsibilities of the Bureau of Water and Sewer Operations are the operation, maintenance and protection of the City's drinking water and wastewater collection (sewer) systems; the protection of adjacent waterways; and the development and protection of the Department's Capital Water and Sewer Design Program. The Bureau also approves and inspects water and sewer connections performed by licensed plumbers and/or authorized contractors. In addition, the Bureau has overall responsibility for the approval and inspection of all public and private construction projects which could impact on the City's water or sewer systems.

The Bureau of Water & Sewer Operations seeks to hire an Administrative Engineer M-II to serve as the Chief of Capital Distribution and Drainage for the Division of Capital Program Management. Working within BWSO, under administrative direction of the Deputy Director of Capital Program Management, the Chief of Capital Distribution and Drainage will have extremely wide latitude for the exercise of independent judgment, initiative and action in identifying, planning, coordinating, budgeting and overseeing the development and progress of drainage plans and capital sewer and water main work located in Manhattan, Bronx, and Staten Island.

The Chief will manage staff that prepares drainage plans and initiates and manages water and sewer projects in the capital program. The Chief will also coordinate with other Divisions/Bureaus within DEP and outside agencies such as DDC, DOT, DPR, etc. The Chief will ensure approximately $7 billion worth of water and sewer infrastructure in the 10-year plan is delivered in a timely, efficient, and cost-effective manner. Tasks include but are not limited to:

-Managing a staff of engineers that develop drainage plans for Manhattan, Bronx, and Staten Island
-Running drainage model simulations for problematic flooding areas and recommending solutions
-Managing a staff of engineers to investigate and scope out projects.
-Working with the Chief of Strategic Planning to decide upon strategic long-term goals, objectives, and priorities.
-Manage capital project design and construction progress.
-Advancing the agency's mission, vision, and values and creating a productive environment where all talents are utilized, and work units foster high levels of performance.
-Assist the Chief of Strategic Planning with managing the Program Budget.
-Represent the Bureau/Agency in relations with other city agencies, consultants, contractors, and the general public.
-Prepare and present high-level reports on the Program
-Review various iterations of design and construction plans, blueprints, drawings and specifications
-Coordinate with various financial groups so that adequate funding is identified and acquired during 4- and 10-year capital plan on a tri-annual basis
-Respond to a high level of inquiries and correspondence on the capital program, corroborated by supporting data and materials

Required skills include strong organizational (including electronic project tracking abilities), communication (both oral and written) large project delivery (all aspects including budgeting and technical), and excellent managerial skills (planning, coordination, and supervision). Preference is given to candidates who have a proven history of delivering projects from planning to construction.

ADMINISTRATIVE ENGINEER - 10015

Qualifications

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
