The salary listed is steps 1 through 6. This includes the maximum earnings for the classifications with longevity(25+ years of service). Per Washington State Pay Transparency Act. The hiring range is based on qualifications and is typically no higher than Step 3.

This position is appointed by the Mayor and is subject to confirmation by the City Council.

Attendance at evening meetings or other off-duty events is required and the incumbent may also be required to work adjusted shifts.
JOB SUMMARY

Under administrative direction, directs, manages, supervises and coordinates the activities and operations of the Engineering Division within the Public Works Department; responsible for project and department budgets, capital projects development and management, grant management, private development and right of way permit review and inspections, right of way code enforcement, public concern reporting response, planning (utilities, transportation, parks), Council reports and presentations, permit/regulatory compliance, and public works related code and engineering standards updates. Also supports all City departments, Council, Boards, Commissions, and the public.

Division Oversight

  • Manages assigned services and activities of the Engineering Division including developing and implementing short-term and long-range plans.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
  • Oversees and participates in the development and administration of the Division's bi-annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
  • Plans, organizes, and oversees public works projects for the Cityincluding developing project scope and preliminary budgets for Council consideration; prepares contract; bid advertisement; and consultant selection.
  • Oversees the work of consulting engineers and public works contractors; meets with consultants and contractors to discuss City requirements; reviews plans; monitors project progress; inspects work; reviews and approves progress payments; approves or denies change order requests; approves final product; presents to Council for approval; closes contracts.
  • Maintains utility, transportation (motorized and non-motorized) and park plans.
  • Assists with City right of way, easements, property matters and code updates.
  • Directs the preparation of grant and loan applications available for public works projects.
  • Oversees and monitors private development projects; reviews pre-application submittals; prepares staff reports; reviews permit application submittals to ensure the construction of infrastructure meets the City requirements and engineering standards adopted by the City and the contract specifications for infrastructure construction; inspects construction and issues final approval.
  • Oversees and participates in the development of the City's Capital Facilities Plan (CFP) and budget; works with Operations and Maintenance division staff in preparing long-range land use and infrastructure plans.
  • Oversees traffic studies, preparation of and provides input for City speed surveys, traffic counts, pavement markings, and signage.
  • Oversees and updates public works related City ordinances and resolutions.
  • Works with the Public Works Director in selecting consultants for specialized engineering studies; monitors contract performance.
  • Reviews the maintenance and operation of the City's public works for conformance to current engineering and regulatory standards and practices.
  • Oversees and reviews the permitting process, preparation of plans and specifications for public works projects from conceptual design through construction.

WORKING CONDITIONS
Job Conditions: All staff positions at the City are required to be available to report to work during off hours in case of emergency and perform duties as assigned.
Work Location: City of Snohomish
Travel: Within the City to perform functions such as working with community members, presentations, and trainings.
