General Position Summary:
The Sr. Human Resources specialist provides complex, specialized human resources services for the Idaho Supreme Court in a variety of areas including benefits and payroll administration, the Family Medical Leave Act, and Worker's Compensation. In addition, the position acts as the Human Resources Information System (HRIS) Administrator. This position works independently under the general supervision of the Human Resources Manager.

- Consults with and advises justices, judges, management, and employees on various complex human resource issues;
- Administers the monthly payrolls for justices, judges, employees, and recalled judges;
- Creates and monitors personnel actions for compliance with state and federal law;
- Tracks senior judge utilization statewide and provides reporting using specialized software;
- Researches payroll, leave, and benefits issues for employees;
- Tracks leave balances and prepares reports for justices, judges, employees, and management;
- Responds to inquiries regarding Family Medical Leave Act issues, and prepares, monitors, and maintains required documentation;
- Interprets and explains human resources rules, regulations, policies and procedures;
- Administers onboarding and offboarding of judges and employees;
- Advises justices, judges, and employees on benefits availability and eligibility requirements;
- Ensures compliance with I-9 requirements;
- Acts as HRIS Administrator, implements new HR systems and maintains current systems, works closely with HRIS vendors to ensure the integrity of employee data;
- Creates and maintains a variety of complex human resources reports and correspondence;
- Processes all documentation and responds to inquiries related to Workers Compensation;
- Prepares projections and provides information for justices, judges, and employees contemplating retirement;
- Trains judges, managers, and staff on human resource system changes;
- Reviews and audits files to ensure compliance with employment rules, regulations, and laws;
- Conducts research on special projects, analyzes data, summarizes findings, and prepares reports or policy recommendations to management; and
- Performs other responsibilities as assigned.
Minimum Qualifications

Education and Experience:
- Bachelor's degree in Human Resource Management or a related field;
- Five years of experience working in human resources, payroll, or a related field;
- Experience with human resource information systems preferred;
- Public sector experience preferred.
Knowledge, Skills, and Abilities
- Knowledge of federal and state employment laws and regulations;
- Knowledge of human resources practices and procedures;
- Knowledge of payroll practices and procedures;
- Knowledge of the Family and Medical Leave Act and Worker's Compensation;
- Knowledge of employee benefits programs;
- Knowledge of human resource information systems as well as MS Office suite;
- Knowledge of state government preferred;
- Skill in presenting facts and recommendations verbally and in writing;
- Skill in working cooperatively with others;
- Skill in using excel to develop reports and analyze data;
- Skill in accurately processing a significant time-sensitive information;
- Skill in maintaining calm and using reason to manage difficult or emotional situations;
- Skill in communicating with others verbally and in writing;
- Skill in working independently;
- Ability to develop, apply, and interpret human resource policies and procedures;
- Ability to gather and analyze data;
- Ability to analyze human resource issues and develop alternatives and recommendations;
