The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. The Universal Preschool (UPP) Program team is charged with the implementation of Colorado's new voluntary preschool program beginning in July 2023. The Manager of UPP will oversee and manage projects related to the operations of the universal preschool program, establishing systems that are supportive of a quality UPP start-up and program implementation in alignment with CDEC's mission, values and strategic objectives. The Manager will provide operational leadership, fostering trust and collaboration, such that the program delivers credible and effective service to the early childhood community.

What you'll be doing:
This position is responsible for the oversight, and management of day-to-day program support, activities, and program support staff. This position works in cooperation with the Deputy Director to manage identifying, developing and implementing program rules and policies. This position is responsible for managing special projects as assigned, which may include but is not limited to new program initiatives, information technology projects, program goals, data requests and collaborations with other programs or agencies. This position coordinates and oversees program administration support for which includes but is not limited to providing technical assistance on program administration, program eligibility, etc.

What you'll be doing:

- Identifies, coordinates, supports and manages technical assistance provided to UPP's stakeholders (including but not limited to other internal CDEC/state divisions, LCO's providers, and families) on the administration of UPP.
- With Deputy Director approval, identifies areas for operational efficiency, streamline processes, and implement best practices to optimize workflow and reduce costs.
- Coordinates across the division to ensure the UPP program is aligned to quality, licensing, financial obligations as set forth in legislation and rule.
- Reviews and implements internal quality review/implementation Provider Capacity building.
- Provides provider/UPP best practices in business support.
- Collaborates on the startup Universal application w/OIT and managing, supporting partners in use.
- Coordinates with stakeholders to provide technical assistance on resolving action items identified through county monitoring and quality assurance reviews, as well as offering support on policy interpretation, program eligibility, system functionality, and data entry.
- Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
- Establish work schedules, review and approve work time and absences.
- Assign tasks and responsibilities to team members based on skills, workload, and project requirements.
- Regularly communicate progress, challenges, and performance metrics to upper management and maintain open lines of communication with team members.
- Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.

- Eight (8) years of relevant experience in human services, public administration, business administration, political science, education, early childhood programs, or other similar fields of experience; and at least one (1) year of supervisory/leadership experience to include all aspects of formal supervision of staff.

Education and Experience:
- A bachelor's degree from an accredited college or university in human services, public administration, business administration, political science, education, early childhood programs, or other similar fields of experience,
- AND four (4) years of relevant experience in human services, public administration, business administration, political science, education, early childhood programs, or other similar fields of experience; and at least one (1) year of supervisory/leadership experience to include all aspects of formal supervision of staff.
