Description

This position is responsible for assisting in the overall management and administration of parks, recreational facilities, and programs. This position involves planning, organizing, and supervising a diverse range of recreational activities and services while ensuring the maintenance and enhancement of public parks and facilities.
Job Domains

MAJOR DUTIES
  • Assists the Community Services and Recreation Director in coordinating day-to-day department operations; performs the duties of the Director in his or her absence as assigned.
  • Monitors and responds to community needs; monitors and evaluates the efficiency of services provides; develops new program opportunities and makes related recommendations to the Director of Community Services and Recreation.
  • Oversee the operations of parks and recreational facilities, ensuring they are safe, clean, and well-maintained.
  • Administers department policies and procedures and recommends changes as indicated.
  • Assist and develop the departmental budget, ensuring responsible use of resources and adherence to financial policies.
  • Prepares and presents reports.
  • Selects, trains, assigns, directs, schedules, evaluates, and disciplines assigned staff.
  • Coordinates the preparation of sports fields for practices and games.
  • Coordinates athletic team travel; travels with teams and acts as team representative.
  • Coordinates with umpire association to obtain umpires for all sports.
  • Works with parents to resolve complaints; assists other staff members as needed.
  • Attends district and state recreation meetings.
  • Coordinates gym and field rentals.
  • Performs related duties.

SUPERVISORY CONTROLS
The Community Services and Recreation Director assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES
Guidelines include sports bylaws and rule books and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

CONTACTS
  • Contacts are typically with co-workers, other city personnel, umpires, program participants, parents, vendors, and members of the general public.
  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over assigned Parks and Recreation staff.
Knowledge, Skills and Abilities

  • Knowledge of city and departmental policies and procedures.
  • Knowledge of the principles, practices and methods used in parks and recreation administration and the management of programs and activities.
  • Knowledge of personnel management principles.
  • Knowledge of sports bylaws and rules of play.
  • Skill in the coordination and oversight of municipal sports programs for youth and adults.
  • Knowledge of modern office procedures and equipment.
  • Knowledge of computers and job-related software programs.
  • Skill in problem solving.
  • Skill in prioritizing and planning.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

Minimum Qualifications
  • Bachelor's degree in Parks and Recreation Management, Public Administration, or a related field.
  • Minimum of 2-3 years of experience in parks and recreation management.
  • Strong knowledge of parks and recreation principles, practices, and regulations.
  • Excellent leadership, organizational, and communication skills.
  • Ability to be on-call and work nonstandard hours, nights, holidays and weekends as needed.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Alabama for the type of vehicle or equipment operated.
