SUMMARY
The AGM of External Affairs is a key leadership position reporting to the Chief of Staff and will lead initiatives that build and execute brand, strengthen marketing and communications, foster strategic partnerships, and expand relationships with policy makers, community stakeholders, industry leaders, and other influencers. The position is critical to the fulfillment of MARTA's mission to provide safe, clean and reliable public transit in the region.
This position has been identified as designated personnel in accordance with 49 CFR 672. This position had direct responsibility for transit safety oversight at MARTA and is required to comply with the training requirements identified in the Authority's Safety Plan. Training requirements must be completed within 3 years of employment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Direct Reports: Responsible for overseeing and directing External Affairs for the Authority to include the Offices of Governmental Affairs, Public Engagement, Communications, and Marketing. Reputation Management: Anticipates, identifies and address potential issues that could impact the organization's public perception. Budget: Develops and submits operation and capital budgets for the Department. Manages and reviews directors' and managers' approved budgets. Stakeholder Engagement: Builds and maintains relationships with key external stakeholders through meetings, events and communication campaigns. Policy Advocacy: Oversees the development and monitoring of legislation, policy positions, and lobbies government officials to support the organization's agenda. Strategic Communications: Oversees press inquiries, press releases, and coordination of media coverage to promote the organization's message. Oversees the creation and dissemination of information through various channels like website content, social media, and publications to engage the public. Community Outreach: Oversee engagement with community organizations and stakeholders to build awareness and support for MARTA's initiatives. Research and Analysis: Gathers information on relevant policy issues and public opinion to inform strategic decisions. Marketing: Oversees the development and promotion of MARTA's brand. Cross Functional: Ensures coordination and cooperation between the Department and other MARTA work units. MARTA Board of Directors: Makes recommendations and presentations to the Board of Directors on matters pertaining to any and all aspects of departmental responsibilities requiring Board action. Informs and advises the General Manager and the Board of Directors on issues related to the transportation planning program of the Authority and the region. Authority Representative: May represent the Authority to federal agencies, local groups and organizations, professional associations, and other similar groups. Performs other related duties as assigned.

Directs the activities of the Department. Interviews, hires, and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.
EDUCATION and/or EXPERIENCE
Bachelor's degree in political science, public administration, marketing, communications, business administration, or related field. Minimum of ten years of progressively responsible experience in the areas of marketing, communications, government affairs, community engagement and /or public affairs, including a minimum of three years of management experience. Experience in directing external relations and customer service functions is desirable. In lieu of a degree, year-for -year of directly related experience may be substituted.

Salary Range: $137,493 - $206,293
