Description:
The Continuing Care Branch in the Ministry of Health is seeking a highly motivated, results oriented individual to join the team of program consultants in the Continuing Care and Rehabilitation Unit. In the role of Senior Program Consultant, you will provide support and policy direction, program advice and project leadership to the Ministry of Health, other government ministries, the Saskatchewan Health Authority and community-based program stakeholders. You will be responsible for the implementation of monitoring and evaluation activities for a variety of community-based programs and services for seniors, as well as in the areas of continuing care, rehabilitative services and cognitive disabilities.
Through exceptional communication skills, the successful candidate will build and maintain effective working relationships with a range of stakeholders to effectively, efficiently and consistently achieve results. You will have knowledge of seniors' programs, services, and structures, as well as a good understanding of the current and emerging issues for this area. You will have experience in policy development, applying research methodologies, statistical analysis, programming, planning and evaluation. You will have the ability to work collaboratively within the Ministry of Health, and with other human services ministries and key stakeholders. You will have progressive senior experience in the management of projects, participation on committees and employment of leadership strategies to motivate staff and project teams. You will have an understanding of the principles of program development, implementation and evaluation, as well as government processes. The successful candidate will be a team player, who values service excellence and innovation in their work.
Typically, knowledge of this position would be obtained through a master's degree in health sciences, social sciences, public administration or a related discipline combined with relevant policy experience, or an equivalent combination of skills and experience.

- Project management skills;
- Policy development, public sector strategic planning and program evaluation;
- Basic research methodology, statistical and analysis techniques applying to quantitative and qualitative data; and,
- Government decision making, and budget and planning processes.
You will have the demonstrated ability to:
- Provide program consultation and advice regarding effective service delivery and compliance with provincial standards, policies and regulations;
- Manage contractual agreements with stakeholders;
- Provide leadership in the management of community-based programs and projects;
- Represent the Ministry at various forums;
- Understand complex policy related issues and use sound judgment and discretion in handling sensitive client issues;
- Analyze trends and issues, identify and develop options and solutions, and make policy recommendations in order to meet Ministry goals and client needs;
- Demonstrate initiative and operate independently or collaborate as a team member with co-workers, agencies and others to consistently meet program and client needs;
- Communicate effectively both verbally and in writing and work collaboratively with other human service ministries and a variety of community stakeholders; and,
- Plan, prioritize and balance diverse and conflicting workload pressures, taking into consideration task complexity, frequent interruptions and competing deadlines.
