Job Description
The Utah Department of Transportation (UDOT) is looking for a highly motivated person to lead and manage FAA and State program funding and project management.

Our ideal candidate is someone who has a Bachelor's degree, or higher, in Aviation, finance, or another related field OR equivalent experience.

Principal Duties
As the Aviation Program Funding and Project Manager, you will:
  • Assist with the collection of AIP/ Statewide ACIP documents and utilize the BlackCat software tool for grant management duties.
  • This individual will participate in "Joint Planning Conference Meetings" with the FAA.
  • They will oversee the BlackCat project management system.
  • Review ACIP projects that have been inputted to BlackCat for accuracy based on the approved ACIP list from the Utah Transportation Commission.
  • Maintains current knowledge of grant/finance rules and regulations.
  • Issue State Cooperative Agreements to airport sponsors once federal funding has been approved and issue state grants via BlackCat.
  • Monitors grant/contract recipients to ensure they are meeting grant compliance.
  • Review Request for Reimbursements and coordinate payments.
  • Work closely with several internal and external groups/organizations, including the:
    • Federal Aviation Administration
    • National Association of State Aviation Officials
    • UDOT Comptrollers Office

Minimum Qualifications
In order to qualify, you must have:
  • At least three (3) years of work experience in airport/aviation finance, operations, and/or management

Preferences
Preference may be given to those with at least one of the following:
  • An AAAE CM or an FAA certificate (pilot, mechanic, UAS, ATC, etc.)
  • Experience with FINET, Utah's financial management software
  • Experience with BlackCat grant management software
  • At least five (5) years experience in airport/aviation finance, operations, and/or management
  • Experience in managing projects
  • Experience with financial management software
  • Experience with FAA federal grants
