Definition:
  • Under general supervision of the Information Systems Business Intelligence Deputy Director, the Information System Manager (ISM) - Data Management provides technical expertise in the management, optimization and monitoring of data retrieval, storage, and distribution of foundational data primarily in relation to the Social Health Information Exchange (SHIE) capability, but also reflective of data capabilities offered across the Health Care Services Agency (HCSA). This ISM-Data Management role will be charged with oversight of a SHIE focused data engineering team responsible for creating data pipelines that convert raw data into formats usable by the AC Health IS Business Intelligence team, consumers of SHIE data and more broadly across the AC Health organization.
  • The ISM- Data Management role will provide oversight and direction for data mining, cleaning data, connecting the dots, and uncovering hidden opportunities for realizing the data's full potential. As a leader of a team of data specialists, the ISM Data Management role will provide guidance on approach to "slice and dice" data using various methods and create new visions of value from data and analytics delivery for the future. This ISM-Data Management role will provide specific support to the use of strategic information for to support decision-making, and program improvement.
  • The ISM-Data Management role is responsible for the optimization of data retrieval, data organization and the development of dashboards, reports and other visualizations for leadership, stakeholders, and consumers. The role requires a significant set of technical skills, including deep knowledge of SQL database design and multiple programming languages (e.g., SQL, Python and/or R). This role will provide supervision to a team focused on the use of SHIE data and other data ancillary data sources for analytics purposes, including providing proactive recommendations and coaching to data requestors on how to represent data most effectively and how to leverage the unique opportunity to incorporate cross-sector integrated SHIE data to promote deeper insight and understanding. As such, this role requires the ability to communicate effectively as part of a larger team within the AC Health Information Systems team.
  • This position also performs and/or participates in a variety of moderate to complex research, studies, data analysis, metrics reporting, facilitation and training, and assessment related to department performance and strategic planning; design, develop, appraise, and conduct orientation for existing and prospective new programs and service offerings (internal and contracted) and execute various other administrative assignments of varying complexity as assigned.
Distinguishing Features:
  • The ISM-Data Management role is distinguished from the Information Systems Deputy Director of Business Intelligence in that the latter is responsible for assisting the Information Systems Director of AC Health with oversight responsibility of information system activities, whereas the ISM-Data Management role is responsible for the information system business intelligence & analytics activities of a small to medium sized department or for a major division, or section, within AC Health.
  • The ISM-Data Management role will work closely with the ISA-Data Architect role but differs from the role in that the ISM-Data Management role will be focused on the building and maintaining of data systems and data outputs specified by the ISA-Data Architect's data management framework design.   • Data acquisition

  • Identify methods to improve data reliability, efficiency and data quality
  • Wrangle and prepare data for predictive forecasting and modeling
  • Research and devise innovative statistical models for data analysis
  • Enable more optimized business processes by using analytics for meaningful insights
Major Tasks, Duties and Responsibilities:

  • Serve as a lead data strategist to identify and integrate new datasets that can be leveraged through product capabilities, and work closely with broader AC Health analytics community to develop data products
  • Manage small team of data engineers, data analysts and management analysts to complete tasks and activities
  • Design and execute analytical experimentation to help solve problems across various cross-sector data domains and data sets
  • Identify relevant data sources and sets to mine for client business needs, and collect large structured and unstructured datasets and variables
  • Devise and utilize algorithms and models to mine big-data stores, perform data and error analysis to improve and tune models, clean and validate data for uniformity and accuracy
  • Analyze data for trends and patterns, and interpret data with clear objectives in mind
  • Implement analytical models in production by collaborating with analytics development teams
  • Collaborates with other members of the AC Health IS Business Intelligence team and Business Stakeholders to improve data models that feed business intelligence tools, to increase data accessibility and foster data-driven decision-making across the AC Health organization.
  • End-to-end data lifecycle management activities, evaluating and recommending new and emerging data management and storage technologies.
  • Designs and implements data integrations, processes and systems to monitor data quality
  • Performs data analysis required to troubleshoot data related issues and assist in the resolution of data issues
  • Assists with the development, implementation and maintenance of front-end visualization (including dashboards), automated report solutions and other BI solutions to support tactical and strategic reporting needs for AC Health
  • Support AC Health IS Business Intelligence team in data analysis and reporting services design, development, management, maintenance, and program coordination in relation to AC Health SHIE (Social Data Health Information Exchange) data & analytics service fulfillment to intra-agency and external customers.
  • Supports AC Health IS Business Intelligence team in working with internal/external stakeholders requesting data to:
  • Develop data and report requests to meet their program needs.
  • Design or identify proxy measures when needed.
  • Translate stakeholder program data needs to technical staff and technical capacity to stakeholders.
  • Provide recommendations on additional useful analytics drawn from previous report development experience using cross-sector SHIE data.
  • Refine data visualization requests to provide meaningful and actionable results.
  • Performs other duties as assigned within the classification.
Required Education and Experience:
  • Bachelor's degree in computer science, or equivalent technical field from an accredited college or university
  • 4 plus years of experience in data management or data governance related field
  • Proficiency with data mining, predictive modeling and/or statistical analysis
  • 2 plus years of experience in Health Care, Public Sector or related informatics field, performance management, or analysis with strong database SQL skills
  • 3 plus years of experience with SQL, Python and/or R programming languages
  • 3 plus years of experience with data schema design and dimensional data modeling
Knowledge/Skills/Abilities Required/Preferred:
  • Excellent verbal and written communication skills, capable of interfacing effectively with internal and external stakeholders at all levels within the organization.

  • Ability to quickly comprehend and reframe complex data and technical information and concepts for consumption by non-technical and/or non-data-oriented audiences.
  • Experience preferred with big data platforms, data warehousing, data lake/data mart, and data hub concepts.
  • Expertise preferred with Innovaccer DAP Platform, Azure Data Factory, DataBricks, Azure Synapse, Azure Storage Data Lake, Extraction and Transformation.
  • Experience preferred with analytics tools/capabilities including SQL, SQL DB, Snowflake, Spark, PowerBI, Data Structure Algorithms and use of Python, R, and DAX language.
  • Experience preferred with the software development lifecycle and project management ticket-based work request or issue tracking software such as Azure DevOPs or Jira.
