Position Description
TARGET ENTRY SALARY: $99,204 - $104,164 DOQ
Under administrative direction, the Wastewater Treatment Division Manager provides professional and administrative work managing and overseeing several wastewater treatment facilities and related operations. Ensures compliance, conducts research, and develops improved procedures for sewage and disposal activities.
This recruitment is for the Public Utilities department in the Wastewater Treatment Division.
Duties and Responsibilities

Minimum Qualifications
Licenses, Certifications, and Equipment:
A valid State driver's license is required.
FDEP Class A Wastewater Plant Operator Certification.
Education and Experience:
Bachelor's Degree Civil, Environmental, Mechanical, Electrical or Business, or closely related field AND five to seven (5 - 7) years of experience in public works systems with at least two (2) years in a supervisory capacity; OR an equivalent combination of education, training, and experience may be considered.

- Manages, oversees, supervises, and monitors personnel; performs and review evaluations, provides guidance to personnel, and collaborates with HR to handle various personnel issues; processes and approves time sheets and leave requests; provides direction and recommendation on disciplinary action.
- Responsible for overall compliance with all appropriate regulatory agency rules, regulations and SOPs; ensures that all Division facilities are operating in full compliance with all FDEP Operating Permits.
- Oversees and monitors the compliance of all wastewater treatment facilities and Industrial Pretreat Program (IPP) division; provides guidance and assistance to the assistant manager, coordinator, supervisors, and foremen within the facilities and IPP; reviews and processes lab results and control data; ensures proper reporting is submitted; oversees the IPP division and provides direction regarding implementation of programs.
- Procures and approves requisitions and invoices; updates software and ensures the purchase of equipment and materials; oversees the purchasing guidelines and approves purchases; assists in the development of budgets and the allocation of resources for each division.
- Provides input, recommendations, and expertise on the development and implementation of new policies and procedures within departmental guidelines; develops and writes policies and procedures directed from executive management; ensures adherence to current policies and provides direction and training as necessary.
- Works and collaborates with maintenance and operational leadership to evaluate plant performance; determines accuracy and effectiveness of the plant equipment; assists with equipment maintenance scheduling or replacement.
- Provides technical guidance and direction on process control and plant operations; works to optimize operations; reviews technical reports and manuals; determines operational changes that need to be made and supports implementation.
- Oversees hiring and general personnel management; makes hiring recommendations and collaborates with human resources regarding onboarding process for new employees; oversees certifications and licenses.
- Develops and implements risk mitigation strategies for wastewater facilities and the IPP, including security protocols, safety procedures, and emergency response plans; assists in leading emergency response efforts related to wastewater treatment and industrial discharges.?
- Performs other duties as assigned.
