Description
The IT Project Manager position is a member of the IT Leadership Team responsible for leading and managing a team of IT project management professionals. This position plans and manages all information technology project phases, including defining project scope, timeline, and budget.

Description
The IT Project Manager position is a member of the IT Leadership Team responsible for leading and managing a team of IT project management professionals. This position plans and manages all information technology project phases, including defining project scope, timeline, and budget.
Major Duties
- Leads and manages information technology projects. Performs enterprise-wide project management and implementation support. Participates with vendors and project teams in detailed technical requirements and design discussions.
- Conducts research and business analysis to identify software options that best meet user/customer needs. Develops software, hardware, security recommendations, and system requirements based on project analysis, IT division, and customer input.
- Defines project objectives, vision, scope, goals, deliverables, and expectations in coordination with customers. Gains project team agreements and understanding to maintain project goals and costs.
- Develops detailed project work plans, project estimates, and resource plans. Reports regularly to customers, stakeholders, and team members on project milestones, deliverables, dependencies, and risks.
- Assists customers with Requests for Information (RFI) and Requests for Proposal (RFP) requirements, timelines, vendors, project budgeting, funding, and software selection options to fit business needs and desires. Ensures an appropriate balance between cost and benefit for current and future needs.
- Conducts project meetings and leads project teams from original concept through final implementation. Teams may consist of members from various departments and IT team members across other divisions.
- Serves as a single point of contact and interface for impacted project areas, including end users from various departments and within the other IT divisions.
- Provide post-implementation cross-training to handoff end-user support to the appropriate IT division.
- Develops project management workflow, methods, and processes for the project management division.
- Escalates high-priority issues to resolution. Tracks other issues to ensure implementation workarounds. Mitigates impact on the project scope, budget, and timeline.
- Negotiates and manages vendor contracts, project execution, and transition to maintenance agreements. Ensures the statement of work specifies and meets customer needs, desires, and budget parameters. Verifies vendor specifications and determines where prerequisites are met or exceeded.
- Advises and consults with other city departments concerning IT projects.
- Assists and makes recommendations related to planning and setting IT project standards. Establishes best practices, recommends policy, and documents procedures.
- Manages and supervises team personnel and projects; trains, assigns, directs, supervises, evaluates, and disciplines personnel.
- Develops, recommends, and administers IT project management systems.
- Performs related duties as determined by the IT Director.

- Six (6) years recent experience managing enterprise-level Information Technology project responsibilities (i.e., defining project scope and goals, determining and communicating potential risks, defining the systems and technology required, creating detailed schedules, building and maintaining budgets, organizing assigned resources, and setting milestones); and
- Two (2) years recent experience negotiating and managing Information Technology vendor contracts, project execution, and transition to maintenance agreements.
- Five (5) years recent government/municipal experience in delivering Information Technology project(s) preferred.
- Graduation from an accredited* college or university with a Bachelor's degree in Information Technology, Computer Science, Management Information Systems, Project Management, or a closely related field preferred.
- Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Program Management Professional (PgMP), or other Project Manager certification preferred.
