Description
Under limited supervision, plans, coordinates, directs and manages the acquisition of real property for all City and state (VDOT) projects; reviews all requests pertaining to property acquisition and disposal for all city departments, and makes recommendations and implements procedures for the same; and coordinates the lease and rental of real property for City departments and agencies. Provides direct supervision of Land Acquisition personnel. Reports to the Public Works Engineering Manager.

Required Qualifications
Bachelor's Degree in Real Estate, Business Administration, Paralegal studies or related field supplemented by specialized real estate and/or paralegal training, and seven years related experience, including three years in a supervisory role; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Notary Public designation required within six months of employment. Requires a valid driver's license.

Sick Leave

Essential Job Functions
- Plans, coordinates and makes recommendations on the acquisition of real property for city and state projects, i.e. road projects, water and sewer projects, parks, schools, fire station sites, and various other municipal projects.
- Reviews and makes recommendations on proposed subdivision plans and other private development documents relating to the dedication of real estate or easements as required by the City.
- Develops processes and related forms as required related to the acquisition of property for city and state projects, as well as private development.
- Reviews and approves appraisals to ensure appraisals are accurate.
- Prepares right of way cost estimates.
- Prepares required City Council items, as well as public hearing notices related to the purchase or sale of real estate.
- Prepares presentations, reports and correspondence as required.
- Coordinates preparation of relocation cost estimates for projects; ensures all displaced persons are placed in safe and sanitary housing; computes complex replacement housing payments; reviews and approves replacement housing payments and moving cost computations for individuals and businesses prepared by staff/consultants.
- Responds to inquiries from the public, government officials, attorneys and management; attends meetings as necessary.
- Monitors progress of projects to meet schedule and maintains appropriate reports and spreadsheets.
- Supervises subordinate staff and oversees quality and progress of related work; addresses and resolves employee issues.
- Directs the work of contracted consultants and other service providers and reviews their work for accuracy in meeting the City's project needs; sends out informal bids as necessary to solicit quotes; negotiates fee appraisal contracts.
- Provides technical assistance to attorneys in court proceedings and serves as a witness to explain project plans relative to right-of-way acquisition.
- Performs work of a highly confidential and sensitive nature exercising a great degree of discretion in the performance of duties.
- Performs other related duties as required.
