Description of Job
Work Unit:
This work unit oversees the strategic direction, program performance, and administrative operations for the seven regulatory programs within the Division. For each program, this unit manages the regulatory reviews, sets strategic goals, and builds industry and consumer relationships. This work unit also executes the licensing and registration component of each program; including issuing licenses and registrations, receipt of revenue, and serving as the first point of contact for licensees and consumers.
Purpose of Position:
This position will administer the farm products dealer, commodity handler, and agricultural mediation programs, including management of the general operational and strategic direction. They will serve as the program expert and ensure the division effectively communicates important program information to licensees, consumers, other regulatory agencies, and other stakeholders. The position conducts analysis of regulatory requirements and makes changes as needed to ensure programs remain effective and relevant to the regulatory needs of the industries. Enforce the farm products dealer and commodity handler service laws through the issuance of enforcement actions and the distribution of money, to claimants, from surety bonds and letters of credit. Provide training and technical support to the inspectors who perform farm products dealer, and commodity handler examinations. The position will also administer federal, state, and local contracts or grants

Primary Duties:Program Management for Farm Products Dealer, Commodity Handler, and Colorado Agricultural Mediation:This position will administer the general program operations, including:
- Establish and monitor quarterly performance goals for inspections and assist in the licensing process.
- Manage program expenditures and track revenue received.
- Investigate consumer complaints and address questions by consumers about the program.
- Train administrative and inspection staff on program rules, regulations, policies, etc.
- Train inspection staff in how to complete a warehouse examination in the field.
- Analyze the effectiveness of the regulatory procedures.
- Evaluate inspection reports provided by inspectors.
- Audit inspection performance of field staff at least twice per year.
- Administer appropriate regulatory or enforcement action against licensees.
- Advise administrative staff on delinquent license follow-up.
- Function as the leading expert on regulatory matters concerning their programs.
- Testify on behalf of the department at administrative hearings and civil proceedings involving program regulations and products.
- Responsible for ordering and distribution of supplies to inspectors.
- Administer the distribution of money from surety bonds and letters of credit to the appropriate claimants.
- Implement a risk-based warehouse examination schedule.
Industry and Consumer Outreach:
This position will execute outreach initiatives for consumers and industry associations for their respective programs, including:
- Attend conferences and training events
- Conduct frequent field visits to interact with inspectors, licensees, and industry associations to gauge the effectiveness of the programs and to determine areas for improvement
- Conduct speaking engagements at industry associations
- Develop and maintain accurate and updated program materials, including printed materials, website content, and email blasts
- Oversee and manage an interested parties list with regular email blasts on relevant program news and changes
- Maintain a productive working relationship with regulatory programs from other states, federal agencies, and Colorado departments.
- Driving state-owned or personal vehicle will be required to complete the outreach initiatives.
Federal Grant/Contract Management:
- Oversees and manages the USDA Agricultural Mediation Program. The Agricultural Mediation Program helps farmers and ranchers who may be dealing with a variety of contentious issues find resolutions.
- Serves as the liaison between mediators and parties of interest.
- Management of this program includes:
- Timely submission of grant applications and reports.
- Communicate with the USDA on the status of mediations.
- Ensure mediators are certified and trained 8 hours every two years.
- Monitors the grant budget and ensures funds are received and provided to business operations. Position complies with all personnel and procurement rules.
- Monitors and manages contracts between mediators and Colorado State University for continued training and Family Farm Transitions (FFT).
Regulatory and Policy Analysis:
- Annual review of the statutes, rules, and program processes to ensure they align.
- Monitor changes in state legislation, including attending any hearings and providing testimony as a technical expert.
- Create rules and use the rule-making process to implement new regulatory requirements from new state and federal legislation.
- Monitor federal regulations to ensure the division programs are compliant or need to be updated
- Oversee the rule-making process, including conducting stakeholder involvement.
Other Duties and Special Projects::
- As necessary, program management will require additional duties similar to the job duties associated with this job classification. This position will work with their supervisor and coworkers to identify and complete additional tasks necessary for successful operations of the programs, and to ensure a positive and productive work environment.
