Job Responsibilities:
- Assists and leads in the coordination of application lifecycle management, related policies and management of the staff.
- Reviews project work plans and prioritizes them for successful completion.
- Assist in the evaluation of new hardware and software technology, recommending purchase of upgrades and enhancements to existing systems.
- Prepares budgets and related financial documents.
- Establishes long and short-term goals and priorities for the department.
- Reviews employee performance and coordinates plans for training.
- Responds to and works in conjunction with the proper SMEs to resolve complaints dealing with department personnel or service delivery.
- Research best practices and recommends effective solutions to meet business requirements and objectives. Creates documentation to support recommendations.
- Works with confidential and sensitive documents related to County-wide usage of information technology solutions, security matters related to access and maintenance of data management and personnel issues.
- Assigns and reviews work assignments to staff.
- Serve as authorized representative in the absence of the Director.
Basic Hiring Criteria:
- Bachelor's degree or higher from an accredited college or university and Four (4) years of experience in application lifecycle management in a managerial capacity or an equivalent combination of education and experience.
- Skilled in information technology application lifecycle management, analysis, design, and tools that can be used to solve business problems.
- Ability to select the appropriate project delivery method (ex. agile, waterfall, etc.) to meet business needs.
- Excellent verbal and written communication skills with demonstrated management and supervisory abilities and a proven track record of establishing strong working relationships at all levels within and outside of County government.
- Knowledge of systems and management strategies related to data storage and retrieval.
- Ability to plan, direct and coordinate the myriads of operational details and projects within the department and ensure the competent completion of all assigned tasks.
- Ability to provide strategic leadership, insight, support, and direction to support the unit's mission and goals.
- Ability to solve complex problems that have long-term impact on the unit and organization.
- Ability to implement the strategic vision of a department or organization-wide function.
- Ability to implement plans and objectives and oversee the efficiency and performance of specific processes and operations.
Desired Qualifications:
- Six (6) or more years of experience in application lifecycle management.
- Four (4) years of previous management or supervisory experience.
- Master's degree in computer science or information technology or related field with an information technology systems focus.
