Job Summary

This position is located in the District of Columbia, Department of Transportation (DDOT) Office of the General Counsel. The mission of the District of Columbia government's Department of Transportation (DDOT) is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with minimal adverse impact on residents and the environment. The position is responsible for coordinating the Right-of-Way (ROW) and realty issues related to infrastructure projects undertaken by DDOT and others, which includes performing legal work associated with the acquisition, disposition, and determination of rights-of-way for various projects and District initiatives.

Duties and Responsibilities

The incumbent will research preliminary title data and other available public records in order to obtain current deed information and to determine property ownership; interprets various technical real estate materials related to ownership, and existing right-of-ways/public space; negotiates acquisition and sales of real estate.

As the Right-of-Way Attorney Advisor for DDOT, the incumbent will also draft, negotiate, and review departmental requests and condemnation packages as needed and manage a caseload of real estate transactions with time constraints. As required by the General Counsel, the incumbent will furnish advice and guidance in connection with numerous and complex legal questions arising from daily operations related to existing right-of-ways/public space questions. The incumbent will also prepare for and participates in public meetings and hearings to explain future transportation plans, acquisition of property or other actions; prepare requests for proposals for contractual real estate services; research utility permits; and prepares ROW certifications per Federal Highway Administration (FHWA) regulations.

Qualifications and Education

Applicant must possess a LLB or a Juris Doctorate (J.D.) from a law school accredited by the American Bar Association (ABA) at the time of appointment. The applicant must have at least four (4) years of legal experience as a licensed attorney.

Specialized Experience: Specialized experience is the experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications

Incumbent must be an active member of the District of Columbia Bar in good standing or must be admitted in another United States jurisdiction, be eligible to waive in, and be admitted within 365 days of their appointment. If eligible for waiver, the incumbent must submit an application for admission to the District of Columbia Bar prior to commencing employment. An appointee to a Legal Service position shall remain a member of good standing of the District of Columbia Bar during their employment within the Legal Service.

Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Essential Designation: This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.
