TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties
Under the general supervision of the Director of the Executive Office on Early Learning the Education Specialist II:

1. Achievement Focus & Instructional and Learning Leadership: - Promote the success and well-being of every child by keeping a clear focus on learning, growth, and achievement. - Research, identify, assess, design, create, coordinate, implement, evaluate, and improve the instructional program (curriculum, instruction, assessment) that maximizes learning in the Public Prekindergarten (PreK) program and staff professional growth within and beyond EOEL. - Utilize sound early childhood education research, practices, pedagogy, and current early childhood professional standards to ensure developmental, linguistic, and culturally appropriate practices in early childhood education are being employed. - Supervise the Early Learning State Office Teachers in the implementation of the program's professional learning supports. - Plan, direct, and coordinate action research related to early childhood educational pedagogy and professional learning among the program team. - Keep abreast of current and significant research and promising educational practices in early childhood education to develop/align content and performance standards, curriculum frameworks, resource materials and instructional tools, and guidelines that promote and support effective practices and positive student outcomes.

2. Talent Development: - Promote the success and well-being of every child by developing and tapping internal expertise to promote learning, improved practice, and leadership capacity. - Research, identify, design, create, coordinate, implement, evaluate, and improve the professional learning opportunities and learning communities for the Early Learning State Office Teachers, DOE public schools that host an EOEL Public PreK program, current and future early learning educators, and the broader early learning community by utilizing internal capacity, community, and national partnerships. - Utilize sound early childhood education research, practices, pedagogy, and current early childhood professional standards to ensure developmental, linguistic, and culturally appropriate practices in early childhood education are being employed. - Supervise the EOEL Early Learning State Office Teachers in the implementation of the program's professional learning supports. - Design, develop, deliver, and assess professional learning needs and supports for administrators, teachers, support staff.

3. Family and Community Engagement: - Promote the success and well-being of every child by engaging the community in a meaningful, culturally responsive environment. - Plan for and participates in outreach activities with community partners to provide information on Public and Community Based PreK programs. - Work with partner agencies to develop, implement, and participate in family engagement activities that are responsive to community needs. - Evaluate the provision of access for families to a high-quality PreK program. - Prepare program plans, annual performance reports, memos and other documents as required. Prepare program information for parents, community and professional groups, and government agencies as required.

4. Resource Leadership: - Promote the success and well-being of every child and family by implementing effective and efficient operational systems for an optimal learning environment. - Supervise and evaluate Early Learning State Office Teachers. - Review and monitor the status and implementation requirements for the EOEL Public PreK Program and recommend corrections, revisions, and modifications related to funding use by schools; use of quality materials and equipment to support implementation of high-quality PreK programs; adequacy of facilities, equipment, and materials in accommodating program objectives, including alignment with the Physical Facility Standards as outlined in Hawaii Administrative Rules Title 17, Chapter 892.1.

5. Communication and Relationships: - Promote the success and well-being of every child by developing relationships, soliciting input and articulating ideas in a variety of ways to inculcate support, respect, and trust. - Meet frequently with the Director to keep her/him abreast of activities, challenges, and possibilities. - Offer clear, consistent, and systemic communication within and amongst the the public and community-based early care and education field. - Participate in relevant early childhood teams, meetings, and/or groups to support early childhood family engagement, special needs and early intervention, health, mental health and wellbeing, and early learning.

6. Change Leadership & Reflection and Integrity: - Promote the success and well-being of every child and family by (a) strategically and systemically adapting to and shaping change and (b) regularly examining decisions and actions to continuously improve while maintaining high ethical standards. - Keep abreast of current and significant research and promising educational practices in early childhood. Consider these findings when developing or aligning content and performance standards, curriculum frameworks, resource materials and instructional tools. - Consider needs, goals, objectives, and long range plans to improve child and family outcomes. - Compile and review existing approaches used in programs, assess the appropriateness of actions, and propose new or revised objectives. - Assess the merit and feasibility of alternative instructional approaches, methods, and organization; assess and recommend improvements in the services offered to schools. Collaborate with program team to develop long-range program plans and carry-out special projects to related to program planning, curriculum development, and instructional improvement. Assist in developing curriculum and instructional guides and assessment policies.

7. Performs other related duties as assigned.
Minimum Qualifications

Education: Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area(s) of assignment.

Desired Education: Master's degree in early childhood or elementary education or education administration OR completion of the HIDOE's Certification Institute for School Leaders.

Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.

Desired Experience: Of the required years above, experience teaching early childhood or elementary education and supervisory experience including, but not limited to, design and implementation of professional development, coaching, mentoring, community engagement/partnerships, program implementation and monitoring.

Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

Desired Knowledge: Basic principles, theories, and practices of education, including curriculum and program planning and development; current principles, theories and practices in early childhood education; principles and practices of public relations and budget preparation; current workforce challenges; community needs and cultural context related to early childhood and Hawai?i.

Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.

Supplemental Information
SALARY RANGE: EOSR-7, $110,136 to $155,904.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Payday

New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.
12-month certificated employees enjoy a range of competitive benefits:
  • Holidays: Employees observe paid holidays during the school year provided that all conditions under the respective collective bargaining agreement are met.
  • Vacation: 12-month certificated employees earn 21 days per year.
  • Sick Leave: 12-month certificated employees earn 21 days per year. Accumulated (unused) credits may be used toward computing retirement benefits.
  • Health Insurance: If eligible, the State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
  • Group Life Insurance: The State provides a free life insurance policy for employees and retirees.
  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
