Job Description
This Specialist has responsibility for providing financial management, technical direction, and assistance department-wide for designated department programs: the Bureau of Professional Licensing (BPL); the Bureau of Corporations, Securities, and Commercial Licensing (BCSCL); the Michigan Unarmed Combat Bureau (MUCC); Property Management; and Special Project Advances. Responsible to perform revenue and expenditure monitoring, analysis and forecasting, research, compile and interpret financial, legislative, and policy information and assist in developing budget requests for the assigned bureaus and/or programs. This Specialist conducts regular meetings with assigned work areas to discuss spend plans, making recommendations, provides advice and inform programs of all budget related matters. As an agency resource expert, this Specialist prepares detailed information for the State Budget Office (SBO), the Senate and House Fiscal Agencies and the Legislature. In addition, this position functions as a Specialist for the annual budget request, analysis, implementation and monitoring of the Department's annual operating budget. Included in this review, analysis and interpretation of legislation concerning the budget and mandated reports. This Specialist is also responsible for preparing all legislative/administrative transfer, allotment adjustment, executive order adjustments and supplemental requests for the Department of Licensing and Regulatory Affairs. This specialist is an agency resource expert in developing and updating SIGMA Business Intelligence scripts for the Budget team as well as other areas within Finance and Administrative Services bureau (FAS).

Required Education and Experience
Education
Possession of a bachelor's degree or higher in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics.
Experience
Four years of professional experience equivalent to a Financial Analyst; including two years equivalent to a Financial Analyst P11, Accountant P11, or Auditor P11 or one year equivalent to a Financial Analyst 12, Accountant 12, or Auditor 12.
Alternate Education and Experience
Possession of a Certificate in Public Accounting (CPA) may be substituted for one year of Financial Analyst P11 experience.
