We are searching for a Corrections Specialist 3 (CS3) at Clallam Bay Corrections Center (CBCC) whose goal will be to provide supervision, program facilitation, expertise, and technical assistance to ensure delivery of Cognitive Behavioral Interventions in alignment with evidence-based practices!
As a Corrections Specialist 3, you will be tasked with assessing incarcerated individuals by applying the risk-need-responsivity model and other appropriate assessments and evaluations to identify the risks and criminogenic needs of the incarcerated individuals. This could include Cognitive Behavioral Interventions (CBIs) to higher risk individuals to address and change antisocial thinking and behaviors. These evidence-based programs provide participants with the opportunity to engage in cognitive self-change to develop skills needed to enhance social abilities and improve problem solving. With the development of these skills, participants may think in ways that change their actions which leads to safer communities and safer correctional operations.
This critical position supports successes of participants in both prison and community-based programming as well as re-entry, and is responsible for the implementation, oversight, and fidelity of all Cognitive Behavioral Interventions at CBCC. This position contributes to the Department's mission and vision by providing expertise and technical assistance to ensure delivery of Cognitive Behavioral Interventions and will also be responsible for providing supervision and leadership to other CBI facilitators at that location.
The candidate of choice will work collaboratively with prison leadership and other DOC programs, will establish and maintain working relationships with internal and external stakeholders, and will assist in determining appropriate program design, delivery, and outcome measures of Cognitive Behavioral Interventions. Duties

As a Corrections Specialist 3, some of your duties will include:
  • Providing oversight for all Cognitive Behavioral Interventions (CBI's) within the inventory of the Cognitive Behavioral Interventions (CBI) Unit at designated facilities including:
    • Developing and maintaining the CBI programming schedule for all CBI's at CBCC and OCC
    • Providing oversight of class participation evaluations to include completion and tracking of programming offered
    • Coordinating and resolving program conflicts, identifying needs, and ensuring all staff and materials pertaining to CBI programming are adequately supplied for self and additional facilitators
    • Screening and assigning participants to designated CBI programs using designated screening criteria
  • Providing professional delivery of all Cognitive Behavioral Interventions (CBI's) within the inventory of the Cognitive Behavioral Interventions (CBI) Unit to incarcerated individuals offenders within at designated facilities which could look like:
    • Notifying the CBI Fidelity Unit of the required details for each CBI class prior to its start date
    • Facilitating CBI programming to incarcerated individuals as a single facilitator and/or a co-facilitator with other trained programming staff
    • Entering the OMNI Programs information or ensure that the necessary details are provided to the staff who enters OMNI Programs/RPM Coordinator information
    • Administering the program as dictated in the approved intervention handbook
  • Supervision of staff to include:
    • Creating annual performance evaluations, including providing coaching and training
    • Conducting classroom observations and affirming CBIs are facilitated within fidelity standards
    • Assisting staff in the process of reporting safety and security concerns
    • Addressing performance issues of supervised staff
  • Participate in and complete all scheduled training/coaching sessions for CBI programs, and successfully demonstrate mastery of material within prescribed timelines
  • Other duties as assigned

Qualifications
What we need (required qualifications):

  • A Bachelor's degree or higher from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent


AND

  • Three (3) years of professional experience in adult or juvenile corrections, social services or closely related field


OR

  • High school diploma, GED or equivalency


AND

  • Five (5) years of professional experience in adult or juvenile corrections, social services or closely related field with at least 2 of those years involved in the direct delivery of or providing quality assurance for evidence-based programming such as Cognitive-Behavioral Interventions


In addition to at least one of the above, this position requires demonstrated competency in the following areas (competency may be gained through education, experience, or a combination thereof):
  • Facilitator Skills - Demonstrates empathy, facilitation/teaching techniques; understanding of group processes and interpersonal interactions, and the ability to control a group of offender participants through non-coercive means
  • Community Relationships - Participates in the formation and maintenance of successful relationships with criminal justice partners and community resources
  • Observation - Observes and strategizes personal response based on environmental conditions and human behavior
  • Stress Tolerance - Remains calm and rational while handling difficult situations to include, but not limited to, volatile, threatening, or other crisis/emergency situations. Expertly intervenes in response to threats
  • Adaptability - Incorporates new information into and exiting framework of understanding
  • Accepts change and supports the Agency through changes in law, policy and procedure
  • Must have a working knowledge of Microsoft Word, Excel, and Outlook
  • Familiarity with Washington State databases including OMNI

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility will not be provided.

Retirement and Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP). Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
