Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the leadership of the Director, Systems and Planning, the Advisor, System Alignment will help to lead various projects and initiatives that support LAHSA's ability to lead special system refinement initiatives, facilitate and synthesize feedback from subject matter experts into system design recommendations, and improve outcomes for marginalized communities. The Advisor will collaborate with external partners and people with lived experience with the goal of incorporating feedback into system design.

Essential Job Functions

  • Lead on the development of program design in collaboration with program departments to create alignment between program types and with system vision.
  • In collaboration with other departments at LAHSA, lead the cross departmental KPI and SRS development process, to ensure translation of program intent to finance/contracts teams and all relevant documents.
  • Work with Funding & Allocations to support the ongoing creation and use of System Funding Plans for each population.
  • Work with Funding & Allocations to ensure that ongoing and new dollars to the system are used in alignment with the current system vision, incorporated into existing program models, and are not siloed by funding sources.
  • In collaboration with Data Management, ensure that HMIS can accurately capture all needed data elements to accurately report on key aspects of performance outcomes and program design milestones.
  • In collaboration with Data Management, support the development of data dashboards and other reports to create real time visibility into complex data questions around key program activities and system goals.
  • Support data translation and narration efforts that illuminate system trends and elevate areas for system and/or program design change.
  • Support the creation and implementation of system matching processes that streamline utilization and maximize resources.
  • Support interdepartmental efforts to centralize financial assistance across components.
  • Drive Systems' goals and tasks as identified in the LAHSA Five Pillars for all populations including adults, families, youth, and victim service providers.
  • Perform other duties or projects assigned.

Knowledge, Skills & Abilities

  • Background in management of programs serving people experiencing homelessness.
  • The ability to understand the complex relationship between different program types and the way data quality and funding connect to performance.
  • Demonstrated the history of leadership and initiating complex, cross functional programs/ projects.
  • Candidate should possess in-depth knowledge of the best practice models for assisting homeless people with varying degrees of needs/conditions, including Motivational Interviewing, Trauma-Informed Care, Harm Reduction, and Housing First, and have a strong understanding of contractual requirements/compliance and applicable performance measures.
  • Ability to communicate clearly and effectively.
  • Proficient with Microsoft Office Suite.
  • Strong presentation and facilitation skills.
  • Ability to manage multiple projects and ensure deadlines are met.
  • Knowledge of complex, public systems of care for the homeless population.
  • Knowledge of coordinated entry system for people who are homeless.
  • Preferred experience working with a wide range of homeless and social service providers, City and County Departments and Elected Officials and the ability to maintain those professional relationships.

Training & Experience

  • At least five (5) years' management experience overseeing homeless programs and/or systems.

  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

Work Schedule:
  • This position is currently on a hybrid schedule (two days in person per week). The Chief Executive Officer or designee may change the schedule of positions between hybrid and fully onsite as necessary to accomplish LAHSA's business needs.

Term: Full-time, Non-Exempt, Temporary ending June 30, 2026. A continuation of employment is contingent upon funding availability.
