Civil Engineer Salary Range: $72,716.80 - $116,355.20
Civil Engineer (with PE) Salary Range: $80,288.00 - $128,398.40

This position performs engineering functions in support of the design, construction, operation and maintenance of city infrastructure.

Major Duties
  • Provides professional engineering expertise in the design and construction of streets, sidewalks, trails, storm drains, sanitary sewers, wastewater treatment, water supply and distribution, and buildings; prepares plans and cost estimates; evaluates alternative construction materials and methods; modifies large engineering projects design under contract by architectural and engineering firms.

  • Supervises or participates in the design, preparation, and implementation of construction documents for Public Works and/or Dothan Utilities projects; supervises and participates in the preparation of engineering specifications; resolves difficult or unusual engineering problems.

  • Oversees compliance with all City operating permits such as the National Pollutant Discharge Elimination System Permits, Alabama Department of Environmental Management water system permit, stormwater permit, and stormwater and utility ordinances; supervises illicit discharge detection and elimination; coordinates with city departments to ensure permit compliance; oversees construction site stormwater runoff control and management; coordinates public education and outreach.

  • Monitors engineering work performed by contractors while in progress; reviews final products for compliance with specifications; recommends revisions and/or acceptance.

  • Manages the Capacity Assurance Program by reviewing, analyzing, and providing supporting documentation. (Wastewater)

  • Reviews utility plans, new service connections, flow monitoring reports, and construction administration and inspection reports; generates utility capital and maintenance orders, rain gauge data, general maintenance orders, etc.

  • Manages the EPA AOC MOM programs and the City's SID program to include: the Continuing Sewer System Assessment Program (CSSAP); Pump Station, Gravity Line, and Force Main Preventative Maintenance Programs (PMPs); Inter-Jurisdictional Agreement (IJA) Program; and Sewer Overflow Response Plan (SORP).   • Provides professional civil engineering expertise in the design of wastewater and water utilities and facilities; prepares bid documents, plans and cost estimates. Evaluates alternative construction materials and methods to ensure quality construction at reasonable cost.

  • Performs management and work tasks required to review wastewater and water utility designs for conformance with standards and constructability to include review of hydraulic calculations for proposed residential, commercial, and industrial developments; provides comments on private development proposals, plans and specifications submitted to the City for approval; and assists in consolidating comments prepared by others.

  • Prepares Professional Service contract specifications to secure professional engineering services for larger engineering projects; evaluates proposals received, recommends best firm for each project.

  • Reviews, implements, manages, modifies, and develops standard operational procedures.

  • Works with the information management system by creating work orders, creating searches, analyzing data, creating reports, red-lining drawings, and reviewing work completed and making recommendations for improvements.

  • Assists Management in preparing Department budget, monitoring expenditures, writing purchase orders, preparing reports, and preparing specifications on specialized equipment for specialized projects.

  • Inspects field work in progress and upon completion; makes notes and keeps related records; provides technical guidance to field personnel.

  • Provides expertise and project management of city environmental projects and issues.

  • Collects and analyzes a variety of data to complete a variety of reports, correspondence, studies, and draft ordinances.

  • Reviews and provides comment on private development proposals and plans and specification submitted to the city for approval.

  • Provides engineering support to all city departments.

  • Interprets codes and designs standards for technical staff, inspectors, A and E firms, developers, and the public.

  • Performs related duties.

  • Ability to learn and utilize new computer software systems such as Esri GIS or current mapping system, current work order management system, current enterprise software management system, Supervisory Control and Data Acquisition (SCADA) system, GraniteNet or current CCTV inspection viewer software, and asset management tools required for use in a utility operation.

SUPERVISORY CONTROLS
The Assistant Director and/or Manager assigns work in terms of division goals and objectives, and reviews work through conferences, reports, and observation of division activities.

Guidelines include city codes and regulations, the employee handbook, Principles and Practices of Civil Engineering and Construction, the Code of Ethics, EPA and ADEM regulatory guidelines, Ten State Standards, ADA guidelines, MUTCD guidelines, ALDOT specifications, FEMA guidelines, US Army Corps of Engineers guidelines, utility industry standards, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
  • The work consists of varied engineering and project management duties. The variety of projects to be managed and changing priorities contribute to the complexity of the position.

  • The purpose of this position is to perform professional engineering duties in support of city projects. Successful performance contributes to a well-maintained and regulatory compliant city infrastructure.

  • Contacts are typically to give or exchange information, to resolve problems, to provide services, to motivate persons, and to justify matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects, distinguishes between shades of color, and utilizes the sense of smell.

  • The work is typically performed an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has functional supervision of assigned personnel.

Minimum Qualifications
  • Graduation from an accredited* college or university with a bachelor's degree in Civil Engineering or closely related engineering field.

  • Two (2) years recent responsible engineering design experience with a public or private utility and/or a technical civil engineering consulting firm preferred.

  • Current registration as a Professional Engineer (PE) in the State of Alabama preferred.

*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

  • Possession of a valid driver license and acceptable driving record. (PBA 9/10/01)

  • In an emergency and/or standby situation, an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (Sec. 2-30.
