Ideal Candidate
The ideal candidate for the OMUC Water Resources Division will have experience working with groundwater, sewer, and recycled water systems. They will have excellent written and verbal communication skills, thrive in a group setting and fast paced environment, and can organize/prioritize their work. Can interpret and make recommendations using multiple lines of evidence with respect to complex agreements, legal documents, engineering technical studies, grants, and contracts. Will be proficient in working with varying stakeholders such as engineering consultants, contractors, developers, other City departments, public agencies, regulators and the public in general. Will be able to manage external and internal conflict with tact and diplomacy.

The current vacancies exist in the Water Resources Division of the Ontario Municipal Utilities Company (OMUC) and the Engineering Department of the Public Works Agency.

Water Resources Division
The Senior Associate Engineers assigned to the OMUC, Water Resources Division will have the opportunity to manage the multi-year project planning and permitting effort including complex multi-million dollar recycled & potable water supply projects. This position would be a technical expert and responsible for managing the planning effort of these water resources engineering projects in coordination with the OMUC Water Production, Water Quality, and Engineering divisions. This position is part of a group that is responsible for ensuring the City has adequate water supplies now and to support growth into the future. This group also leads the City's effort in coordinating with local entities such as the Chino Basin Watermaster and the Inland Empire Utilities Agency (IEUA). Additionally, the historic California drought has increased the efforts necessary to ensure the City's compliance with current and future water conservation requirements.
Public Works Engineering Department
The Senior Associate Engineers assigned to the Public Works Engineering Department will have the opportunity to work in the Engineering Services Division, which oversees the plan check, inspection and permitting processes for all work within the public right of way; the Capital Improvement Project group which includes overseeing a pavement management program of over $7 million dollars per year; the design and construction of a master planned storm drain improvements ranging in value from $5 million to over $40 million; the Land Development Section, managing millions of square feet of industrial warehouses or master planned communities encompassing multiple maps and hundreds of residential units; or the Traffic/Transportation Division, responsible for the City's traffic signals, signage and striping and traffic and transportation related improvements.

Qualification Guidelines
Education
Bachelor's degree from an accredited college or university with major coursework in Civil Engineering or closely related field.
Experience
Four years of experience in professional civil engineering work, including two years of technical or functional supervisory experience by way of training, mentoring, and reviewing the work of junior staff.
Licenses
A valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.
Certification
Registration as a Professional Civil Engineer in the State of California. (Professional Traffic Engineer is acceptable if applying for the Traffic/Transportation Division).

- Develops Requests for Proposal, selects and administers agreements and contracts including design, construction, and various construction support services.
- Coordinates and manages development and public works projects.
- Serves as liaison for the designated official to private engineers, surveyors, developers, other public agency employees and engineers, and the general public.
- Prepares and processes City Council Agenda items for presentation by the designated official.

- Project management of comprehensive planning studies for groundwater quality assessment and well site planning, recycled & potable water supply system expansion, and an advanced water purification facility capital improvement project.
- Prepare and administer grant applications and reporting processes related to water supply/resources/quality projects.
- Serves as the Project Manager during the entitlement, plan check, construction and close-out phases of assigned development projects.
- Reviews development applications, including proposed residential, commercial and industrial subdivisions, site plans and conditional use permits and prepares project comments and conditions and approval.
- Prepares and reviews technical reports, such as hydraulics and hydrology studies.
- Direct the operations and maintenance of the City's traffic signal system and Transportation Management Center
- Maintains and operates City traffic signal systems; designs traffic signal, streetlight and sign and striping installations for the City.
- Conducts a variety of traffic related studies, including traffic impact studies; maintains associated data; issues reports.
- Reviews for accuracy and interprets outputs from transportation land use models for roadway infrastructure needs.
- Development of design plans, specifications and estimates for the construction of master planned storm drain projects.
- Supervises the development of plans, specifications and estimates for the construction of the City's annual pavement rehabilitation program.
- Oversees the operations of the front counter and permitting staff.
