Industrial & Environmental Hygiene (IEH) provides all-encompassing management and administration of environmental hygiene inclusive of: asbestos, lead, PCBs, indoor air quality, mold, hazardous materials, underground storage tanks, environmental due diligence for site development acquisitions, potable water, chemical relocation, soil excavation/characterization and disposal. IEH works very closely with Architecture & Engineering (A&E) and Construction Management (CM).

Job Description Summary

The Senior Manager, Project Operations reports to the Senior Director, Industrial and Environmental Hygiene Division, and is responsible for assisting in managing and directing the specific responsibilities of the IEH Division, as it pertains to school construction projects.

Job Description

Responsibilities include:
  • Plans, assigns, monitors, reviews and evaluates work performed by assigned staff. As a leader, motivate staff and create an environment where employees thrive.
  • This position would require knowledge and expertise of environmental regulations associated with construction and land redevelopment in New York City; specific knowledge of NYS Part 360 regulations is required.
  • Recommended areas of expertise include potable water systems and water chemistry; construction dewatering and permitting; soil-vapor intrusion and engineering controls; PCBs and emerging contaminants.
  • Responsible for developing and implementing a pilot program associated with material (soil) disposal and tracking for construction projects.
  • Manages the coordination of contractors and consultants in the safe remediation of soils, water, lead, underground oil storage tanks, and removal of hazardous materials.
  • Participates in making division, department, and organization-wide recommendations to the Senior Director.
  • Identify areas that may benefit from process improvement and make recommendations to leadership.
  • Accountable for developing and implementing plans, programs, and projects for their area(s) of responsibility.
  • Conduct or oversee research and development of special projects and/or decision papers associated with regulatory changes or emerging issues.
  • Periodically review and update existing policies & procedures, and develop new policies as needed to reflect current operations; help assure consistency and best practices to assist current/future employees.
  • Reviews consultants' and contractors' invoices to determine if they are appropriate for payment.
  • Makes recommendations regarding recruitment, hiring, promotion, reassignment and discipline of staff.
  • Performs related tasks.

Salary Range: $122,358 - $170,000

Work Experience

Nine years of full time diverse technical experience in one or several construction or design fields; four years experience must have been in managing all phases of construction work of a scale and scope similar to the Authority; three years must have been in an administrative or managerial capacity or a satisfactory combination of education and experience. Preference: Weighted consideration may be given to New York State Professional Engineers, Registered Architects or candidates with knowledge or experience in: government safety or construction standards; managing complex personnel and technological issues; working effectively on a wide range of subjects, including policy formulation, budgetary control, scheduling and making highly technical operations decisions; dispute resolution, management and communications skills.
