Description:

This role is to lead the asset management strategy and planning for the California High-Speed Rail Project during its design phase. This leadership role will ensure alignment with the California High-Speed Rail Authority's (CHSRA) Strategic Asset Management Plan (SAMP) and oversee the development of standards, frameworks, and methodologies for managing infrastructure assets. The Manager will drive collaboration across multidisciplinary teams, ensuring asset information is accurately structured, compliant, and prepared for seamless integration into operational systems.

The Manager will lead efforts in creating and standardizing asset dictionaries, classifications, and structures tailored for linear infrastructure projects while overseeing compliance with international and CHSRA standards

Key Responsibilities:
  • Strategic Leadership and Planning
    • Lead the development and refinement of the Asset Information Management Strategy to align with the Strategic Asset Management Plan (SAMP), project goals, and long-term operational objectives.
    • Oversee the definition and standardization of asset structures, classifications, and dictionaries for linear infrastructure projects such as Track, Overhead Catenary Systems (OCS), Civil, Rail Systems, Power, Train Control, and Communications.
    • Develop and manage templates, methodologies, and workflows for asset information delivery across all project phases, ensuring consistency and compliance.
  • Asset Data Collection, Categorization, and Modeling
    • Lead efforts in infrastructure asset data collection, integrating data from field surveys, IoT devices, and external databases to enhance asset modeling and lifecycle management.
    • Direct the categorization and structuring of asset data to ensure readiness for operational phases and lifecycle optimization.
    • Develop and refine infrastructure asset models, incorporating advanced analytics and predictive maintenance capabilities to support strategic decision-making.
  • Asset Information Oversight
    • Direct the design of asset data taxonomies, classification systems, and hierarchies to ensure integration with Enterprise Asset Management (EAM) systems, such as IBM Maximo.
    • Establish and enforce protocols for structuring and managing asset information in alignment with CHSRA's Asset Information Standards and BIM Manual.
    • Guide the creation of Asset Information Requirements (AIR) and Exchange Information Requirements (EIR), ensuring compliance with ISO 19650, ISO 55000, and CHSRA standards.
  • Data Governance and BIM Compliance
    • Manage the integration of asset management strategies with BIM processes, ensuring asset-related data is consistent, accurate, and interoperable with the Common Data Environment (CDE).
    • Oversee the creation and governance of data schemas to support lifecycle asset management and operational readiness.
    • Ensure the alignment of deliverables with CHSRA governance frameworks, including the BIM Execution Plan, Design Criteria Manual, and relevant regulatory requirements.
  • Cross-Functional Coordination and Stakeholder Management
    • Act as the primary liaison between CHSRA's Asset Management Section, design teams, contractors, and consultants to ensure asset management objectives are met throughout the project lifecycle.
    • Collaborate with project teams and external partners to define asset handover frameworks and ensure readiness for operational phases.
    • Lead stakeholder engagement sessions to drive alignment and transparency in asset management objectives.
  • Performance Monitoring and Risk Management
    • Develop and implement dashboards to track asset data accuracy, compliance, and progress against project objectives.
    • Lead risk assessments to identify potential challenges with asset data delivery and handover processes, proposing mitigation strategies.
    • Define performance metrics and cost optimization strategies to enhance asset reliability and minimize lifecycle costs.
  • Documentation and Reporting
    • Oversee the production of comprehensive asset documentation, including data handover plans, maintenance procedures, and compliance reports.
    • Prepare executive-level guidance documents to ensure consistent implementation of asset management strategies across project teams.
  • IoT Integration and Monitoring
    • Oversee the integration of IoT devices into infrastructure asset monitoring systems, leveraging real-time data to improve asset reliability, performance monitoring, and predictive maintenance strategies.
    • Ensure the continuous flow of accurate, sensor-based data to enhance asset performance tracking and lifecycle analysis.
    • Collaborate with technical teams to align IoT monitoring with the broader Asset Information Management Strategy.

Job Qualifications (Education, Experience, and Skills):
  • Minimum Education: Bachelor's degree in Asset Management, Engineering, or a related field; Master's degree or professional certifications (e.g., IAM, CAMA) preferred.
  • Minimum of fifteen (15) years of progressive experience in asset management for infrastructure, transportation, or rail systems, including a proven track record in managing asset data standards and lifecycle performance.
  • Demonstrated leadership in defining asset structures, dictionaries, and classifications for large-scale, linear infrastructure projects.
  • Proficiency with asset management software (e.g., IBM Maximo, EAM systems), BIM tools, and CDE platforms.
  • Advanced knowledge of ISO 55000 (Asset Management), ISO 19650 (Information Management), and CHSRA's design and asset management standards.
  • Strong leadership and decision-making skills with experience managing cross-functional teams.
  • Exceptional communication abilities, capable of presenting technical concepts to executive stakeholders and multidisciplinary teams.

Working Conditions and Environment:

This position will require general supervision and will have to use independent judgment within established guidelines. Generally uses the advanced knowledge to analyze, interpret, or make deductions from varying facts or circumstances. Will need the ability to establish rapport quickly with others working on the same project, and be able to promote a positive team environment.
