We are currently looking for a Chief Compliance Officer to join our Risk Management Team! This individual will direct & manage enterprise-wide risk compliance management programs to ensure that all potential or existing laws/regulations that may impact the bank are identified, understood, assessed, and appropriately managed. Work Hours: 8:30am - 4:30pm, Mon - Fri.

Primary Responsibilities:
  • Manage (and expand/establish as necessary) independent oversight of the Bank's adherence to applicable compliance policies and procedures; coordinate with Internal Audit, as necessary.
  • Develop and manage a best-in-class Regulatory Compliance Program for First County Bank.
  • Direct the Board's annual review and approval of the Bank's Compliance Policies, Program and Risk Assessment.
  • In partnership with the Bank's BSA Officer, manage First County's BSA and Anti-Money Laundering Compliance program; In partnership with the Bank's Privacy Officer, manage First County's Privacy and GLBA program. Coordinate with the Bank's Privacy Officer and Security Officer as necessary.
  • Review and approve the results of departmental/functional compliance business line testing; Monitor oversight of business line documentation.
  • Oversee periodic update of regulatory compliance risk metric deck; Oversee (and author as needed) all management responses related to issues and concerns raised.
  • Consult and advise the Bank's business lines regarding functional and technical laws and regulations and their practices to remain abreast and fully compliant with any existing or new laws or regulations.
  • Advise and consult with Bank management and the Risk/Compliance subcommittee of the Board of Directors regarding the status of any existing, new and proposed Federal and state laws and regulations that may impact the Bank; Coordinate the implementation of all new regulations.
  • Conduct one-on-one or group training programs for management and the Board of Directors including annual compliance overview training.
  • Approve all regulatory compliance related content contained in Bank policies, procedures, disclosures, forms, applications, and all marketing content (both physical and digital).
  • Monitor consumer complaints to determine if issues relating to state or federal regulation indicate a pattern or practice of non-compliance.
  • Take lead role in communications and examinations between First County Bank and state and federal compliance and, when applicable, safety and soundness regulators.
  • Prepare submission of annual compliance reports to Federal and State agencies; Participate in ensuring effective management and implementation of Sarbanes-Oxley (SOX), AS 5 and AT 501, control and assessment of controls to comply with FDICIA attestation.
  • Oversee the administration of the Bank's annual Regulatory Compliance Training Plan.
  • Oversee the generation of various management and Board level reporting.
  • Oversee the necessary operational support to the Bank's CRA Officer through supervision of the Assistant CRA Officer.
  • Perform other related duties as required.

Requirements/Qualifications:
  • Bachelor's degree preferably with pre-law and/or business major or concentrations or equivalent industry training and education.
  • 10+ years related experience in financial institution or regulatory agency including 7+ years of direct compliance and risk accountabilities managing FDICIA controls.
  • Strong leadership competencies coupled with 5+ year's people management experience.
  • Must be well-versed in GLBA compliance requirements and risk assessments.
  • Superior written and oral communication skills; strong presentation and project management skills.
  • Must be a multi-tasker, deadline driven and self -motivated.
  • Strong proficiency with MS Office, Internet and financial software.
  • Certification in CRCM is required.

Salary commensurate with experience.

Wage Range: $133,918 - $160,000
