Position Summary:
PLEASE NOTE: This role requires 1-2 days per week at our Coon Rapids location and 3-4 days per week at our Big Lake location.
The Manager of HSE is responsible for the development, implementation, and maintenance of a comprehensive risk management program promoting safety, health and environmental regulatory compliance for LMR facilities (Big Lake and Coon Rapids). Key to this position is ensuring compliance with all federal, state, and local regulations involving occupational safety and health, waste management, environmental regulatory compliance, workers compensation, chemical control, industrial hygiene and fire safety.
Critical to this position is a person who is a self-starter, able to juggle several tasks simultaneously, and has the ability to blend the details with the strategic elements. Additionally, this position requires a high level of interaction with various functions, from the Sr. Leadership Team to the shop floor, with the ability to convey ideas and knowledge, both verbally and through documentation.

Compensation and Benefits Overview:
Pay Range for this position is $85,000 to $115,000 annually. This position is eligible to participate in the company's bonus program.
Minimum pay rates offered will comply with applicable county or city regulations if they exceed the listed range. Actual pay rates are determined based on various factors, including but not limited to, local labor market conditions, years of relevant experience, education, professional certifications, foreign language proficiency, and other job-specific qualifications.

Essential Functions:
- Work cooperatively with the LISI Corporate Director of HSE to implement and maintain a Safety and Environmental Management System (SEMS) at LMR.
- Obtain, maintain, and ensure compliance with county, state, and federal environmental related approvals, permits, plans, registrations; and routine or periodic reporting related to air, EPA, waste, water, etc. Coordinate the development, implementation and maintenance of environmental management systems necessary to ensure 3rd party certifications.
- Monitor and report all HSE performance, set direction with the Business Leaders to establish and achieve annual goals and the HSE Roadmap to achieve Best in Class performance.
- Manage compliance with all environmental permits, regulations, plans and programs
- Perform Job Safety Analysis (JSA), Safety Reviews, issue Hot Work Permits and ensure all contractors meet LMR safety standards
- Make sure that Job Safety Analysis (JSA) are duly performed, as well as Safety Reviews, issue Hot Work Permits and that all contractors meet LMR safety standards
- Provide Sites with LISI internal Safety Culture Program training; propose HSE tools, and ensure their implementations are properly performed, etc.
- Manage costs and provide input to annual budget requirements for achieving safety and environmental goals.
- Travel, as required, to any LISI location.
- Be the reference for hygiene and safety for any new chemical, PPE or piece of equipment.
- Ensure that LMR facilities are always compliant with ISO 14001 and OSHAS 18001 standards and their future evolutions.
Additional Responsibilities:
- Lead the execution of 8D structured problem solving on all incidents
- Lead the Emergency Services Unit (ESU), an in-house Medical First Responder and Fire Service support team, as well as act as liaison to local fire and medical providers, scheduling meetings and drills and ensuring positive community relations
- Maintain the HSE intranet
- Work with Human Resources to manage workers' comp program
- Keep abreast of pending regulatory developments through reference sources; obtains insight on legislative agendas at state and federal levels.
Required Qualifications:
- Bachelor's degree in HSE, engineering or science; OR experience in lieu of a degree
- 2 - 5 years of progressive experience in a manufacturing environment with a portion of that experience in management and leadership and HSE
- Excellent knowledge of all federal, state and local safety laws and rules, including DOT and OSHA
- Strong communication skills, proven accomplishments in developing and delivering training programs and materials
- Fluent in computer skills, including MS Office Suite (Word, Excel, PowerPoint)
- Strong knowledge of safety management practices, including behavioral safety, task analysis and consensus building.
Preferred Qualifications:
- Certification as a safety professional (CSP) or as an industrial hygienist (CIH) strongly preferred
Health, Safety & Environment responsibilities and skills:
- Participate in the development and promotion of the HSE culture
- Be exemplary in terms of health, safety and the environment, in particular by :
- Respecting and ensuring respect for the instructions and rules established in the field of health, safety and the environment (in particular the LISI golden rules)
- Immediately correcting, whenever possible, or reporting to his or her superiors and/or the HSE department, any malfunction or risky situation in the fields of health, safety and environmental protection
- Implementing preventive actions to reduce the environmental footprint and control health and safety risks
- Participate, upon request, in analyses (of risks, incidents) and HSE working groups related to his/her professional scope
- Be familiar with the main health and safety risks and the main environmental impacts relating to the scope of his/her work
- Be familiar with the site's HSE policy and objectives
- To be able to make proposals for improving working conditions and limiting environmental impact
- Lead and deploy the HSE management system on its site
- Assist and report to the site management and the HSE management of his/her division in the fields of Occupational Health and Safety and the Environment
- Ensure compliance with legal and other applicable HSE requirements at the site
- Ensure compliance with procedures, instructions, HSE guidelines and golden rules
- Ensures, in collaboration with the other service/department managers, that the equipment at his/her site is in good condition and operates safely. If this is not the case, he/she will ensure that protective measures are taken and/or that the equipment is consigned
- Ensure the progress of HSE actions
- Relay and lead the HSE communication on his site
- Prepare and (co-)lead the HSE management review
