ABOUT THE POSITION
The Clark County Environment & Sustainability Department is seeking qualified candidates to apply for the Principal Environmental Specialist position in the Sustainability section. This position plays a critical role in the County's efforts to implement the All-in Clark County Sustainability and Climate Action Plan. The Principal Environmental Specialist will manage and implement climate and sustainability projects, identify and coordinate funding efforts and supervise Environmental Specialists. This position will also provide highly responsible technical and administrative support to the Climate and Sustainability Program Manager.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS
Education and Experience: Master's Degree with major course work in Business or Public Administration, Environmental Science, Political Science, Planning, or a related field, AND two (2) years of full-time professional experience in performing administrative, budgetary, operational, environmental and natural resource management, land management, or similar analyses or studies. Experience in a public agency setting and project or programmatic supervisory experience are desirable. A Bachelor's Degree and two (2) years of additional related experience may be substituted for a Master's Degree.

- Plans, oversees, and reviews work of a major programmatic area.
- Directs and coordinates the tasks directly related to regulatory compliance and permitting associated with the Endangered Species Act, the Air Quality Act, the Clean Air Act, and other applicable regulations.
- Provides complex and sensitive management and programmatic support.
- Provides lead direction in developing goals, objectives, policies, procedures and work standards for the department or program to which assigned; coordinates budget development for the function(s) and administers expenditures for assigned areas of responsibility.
- Develops and implements funding and staffing requirements for the programmatic area to which assigned; prepares grant and alternative funding requests; monitors activities and ensures that all programmatic and reporting requirements are met.
- Plans, oversees, reviews, and evaluates the work of professional service consultants and ensures that project and program goals and objectives are achieved.
- Performs a variety of standard to complex biological and environmental studies and analyses.
- Performs full range of project management work, including the development of scopes of work for complex and technical natural resource related projects, including request for proposal (RFP) development, contractor selection, budget and schedule preparation and negotiation, and tracking of scope, schedule and budget compliance.
- Performs site visits. Negotiates and administers contracts for professional services relating to property acquisition and management.
- Serves on, and may provide staff support to, a variety of committees and task forces related to the projects or programs to which assigned.
- Coordinate with Federal, State, and local governments, private contractors and nonprofit organizations on conservation related projects.
- Confers with and represents the department and the County in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies and the public.
- Reviews and evaluates land and resource management plans, biological studies, and other technical environmental documents, and provides recommendations.
- Develops requests for proposals (RFP), negotiates contracts and administers contract provisions for major program support for the County.
- Plans, organizes and directs complex administrative, operational, budgetary, environmental or other studies with County-wide or major internal operational or funding impact.
- Reviews and analyzes alternatives and make recommendations regarding such matters as organizational structure, team and quality improvement alternatives, budget development and administration, conservation program coordination, staffing, facilities, productivity, and policy, procedure, legal and regulatory development and implementation.
- Oversees environmental programs to ensure compliance with laws, regulations and mandates.
- Reviews Municipal, State and Federal technical and planning documents.
- Performs complex, specialized and detailed research and analysis of environmental impacts reports, assessments, initial studies, and special studies.
- Performs specific County management support activities such as coordinating and preparing Board agenda items, conducting studies and preparing responses for Commissioner-generated requests, reviewing and assessing proposed legislation and representing the County, the department head and others as specified.
- Provides technical information and assistance to County staff and the public in matters related to environmental analysis, processing, and the permitting procedures for projects to the public.
- Coordinates with other entities to ensure best management practices are used for managing environmental issues.
- Confers with and represents the department and the County in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies and the public to implement conservation-related projects.
- Designs, hosts and facilitates a wide variety of stakeholder and technical meetings; prepares and presents technical materials.
- Provides liaison and staff support to a variety of committees and commissions.
- Directs the work of professional, technical or support staff on a project or day-to-day basis; provides training to staff and may be responsible for such supervisory functions as performance evaluation and discipline.
- Directs the maintenance of and/or maintains accurate records and files related to the areas of assignment.
- Prepares a variety of technical, statistical and narrative reports, correspondence and other written materials.
