POSITION SUMMARY
The Senior Director of Housing oversees the planning, development, and management of housing programs and services for individuals with intellectual and developmental disabilities (IDD). This role ensures the delivery of safe, supportive, and inclusive housing environments while promoting independence and community integration. The director collaborates with stakeholders, manages budgets, supervises staff, and ensures compliance with local, state, and federal regulations.
DUTIES, RESPONSIBILITIES, AND ESSENTIAL FUNCTIONS
Work in partnership with the Senior Vice President of Housing to design a strategic plan for OPWDD housing division that includes goals that are data driven and focused on enhancing quality of care and access to care.
In partnership with the Senior Supervisors/ Residential Supervisor /Operations Director oversees the day-to-day operations of IRA programs, ensuring seamless integration of health care services, behavioral health services and operational management to meet the needs of individuals supported.
Provides direct oversight of the staffing budget and utilization of all assigned programs, ensuring that digital budgetary tools and systems correctly reflect the full-time equivalents required for each program
Work with all operating and other support divisions to design measurably effective strategies to evaluate the effectiveness of our service delivery.
Work in partnership to the Operations Directors to create a plan and supervise non-clinical staff to ensure the highest standard of care in residential settings, including individualized support, behavioral health and healthcare conditions, and implementation of necessary interventions in timely fashion.
Ensure all program activities are compliant with OPWDD regulations, licensing requirements, and funding guidelines, with a focus on operational excellence.
Conduct reviews of all systems within a residential program as outlined by OPWDD and ensure compliance and accuracy
Collaborate with clinical teams to ensure appropriate interventions are in place whenever there is a change in health status and/or behavioral status.
Supervise and mentor a multidisciplinary team of direct care staff and program managers, ensuring they have the tools, knowledge, and training to provide high-quality, person-centered care to residents.
Foster a clinical environment that values continuous learning improvement, evidence-based practices, and collaborative and integrated care.
Ensure programs hold regular staff training and professional development programs.
Collaborate the stake holders such as families, Care Manager and external medical provider and design a shared vision around quality service for those we support
Ensure that the teams are focused on involving our men and women in decisions (as best to their capacity) in decisions pertaining to their life goals.
Conduct monthly (at a minimum) face to face supervision of Operations Director and provide constructive feedback based on the performance.
Conduct annual performance appraisal of all direct reports reflecting accomplishments and goals for the following year.
Ensures that all required documentation (paper and electronic) is completed /processed appropriately, in a timely manner, and meets quality and compliance thresholds.
Oversees the daily operations of residential programs, including staff supervision, training, and performance evaluations as needed.
Ensures compliance with regulatory requirements and accreditation standards.
Collaborates with families, caregivers, and external partners to create individualized support plans for residents.
Evaluates and enhances housing services through data analysis, resident feedback, and industry best practices.
Advocates for policies and practices that supports the rights and well-being of individuals.
Develops emergency response plans and ensures staff preparedness for crisis situations.
Facilitates partnerships with service providers, healthcare professionals, and government agencies to enhance resident support.

Responsibilities of FREE Employees in Leadership/Management Positions:

QUALIFICATIONS
Education:
o Bachelor's degree in social work, human services, public administration, or a related field required; Master's degree preferred.
Experience:
o Minimum 5-7 years' experience in managing housing or residential programs for individuals with disabilities
Specialized Training, Licenses, Certifications:
o Not required, training will be provided upon hire as needed
Knowledge, Skills, Competencies, and Abilities:
o Proven leadership skills with experience in staff supervision and program development
o In-depth knowledge of federal, local, and state regulations governing housing and disability services
o Strong financial management and budgeting skills
o Excellent written and verbal communication skills
o Proficiency in Microsoft Office Suite and database management systems
o Ability to handle sensitive and confidential information with professionalism
o Commitment to promoting diversity, equity, and inclusion.
Other Requirements:
o Valid driver's license and ability to satisfy FREE's requirements to be a driver for the agency
o Ability to be on call
WORK ENVIRONMENT
This role is performed in-person. Some travel required.
PHYSICAL REQUIREMENTS
Employee is required to sit, walk and stand for prolonged period of time (at least 8 hours).
Employee is required to effectively communicate both verbally and in writing.
Employee is required to operate standard office equipment such as computers, phones, photocopiers, fax and filing cabinets.
Employee might be required to lift/move light items.

The Pay Range for this job is $90,000 - $91,500. This range is based on what FREE reasonably believes it will pay an employee as for said position at the time of the posting. Individual compensation will ultimately be determined based on a variety of relevant factors, including, but not limited to, an individual's experience, qualifications, longevity at FREE, geographic location, relevant skills, and other factors permitted under federal, state, and local laws.
