General Statement
This position will work in the Behavioral Health Collaborative program in Conjunction with Union County Public Schools.

The Behavioral Health Collaborative with Union County Public Schools is a unique collaboration between the Department of Human Services and our local school system. This collaboration enables services to support the social, emotional and mental health needs of students and families.

The Behavioral Health Therapist Supervisor, under limited supervision, provides supervision for Behavioral Health Therapist staff that provide direct and/or indirect services for students and families. Work supervised is predominantly at the level of Social Worker, Human Services Coordinator and/or Behavioral Health Therapist. Employee coordinates work flow operations and supervises staff through case review and consultation which requires the provision of substantial and recurring supportive direction. Employee is responsible for team building, maintaining psychological safety while encouraging self-care, seeking solutions and process improvement to ensure quality services are provided consistently. Employee may provide input to higher level management on administrative, personnel, and budget issues. Employees' responsibilities may range from a single sub-unit in an agency to multiple service programs and may carry a small caseload.

Essential Functions
Supervises staff responsible for the delivery of therapeutic service for students and their families who have social, emotional and mental health concerns.

Reviews program objectives and service delivery needs with staff and formulates specific goals and objectives for the assigned program area.

Stays abreast of the laws, regulations and policies which govern the program and services provided. Provides input to higher-level management on short-range planning needs for staff or unit. Maintains workload balance with staff to promote quality service and self-care.

Communicates and educates students, families and staff on relevant information related to mental health, therapy and coping mechanisms.

Makes changes in work procedures to meet program demands and present recommendations to management on issues which impact programmatic goals, objectives and policies.

Manages a small unit budget necessary for staff administrative expenditures.

Provides on-the-job training for staff and makes arrangements for staff to receive formal training when offered.

Reads a variety of reports, correspondence, records, forms, etc., and prepares correspondence, reports, forms, records, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.

Develops and maintains cooperative and courteous relationships with division employees, staffers and managers in other divisions, representatives from organizations, and the general public so as to maintain good will toward the division and project a good division image.

Provides adequate feedback to staff so that they know whether their performance levels are satisfactory, commends and rewards employee outstanding performance as well as take disciplinary action when necessary.

Assigns additional duties to staff as necessary and/or appropriate in order to meet department goals, enhance staff abilities, build confidence on the job and assist staff members in personal growth.

Participates in subordinate's performance evaluation and approves leave requests. Knowledge of methods and principles of casework supervision and training. Performs other related duties as assigned.
Supports collaboration with service providers, parents, teachers, and school administrators to ensure the highest quality of services is provided to the students who are served. Develops billing capacity for clinical services to include required panels, credentials and associated licensure.

Completes and reviews comprehensive clinical assessments, care coordination, referrals for additional services/resources, individual/group therapy.

Provides crisis intervention and support to develop strategies to address crisis. Provides consultation for teacher and other schools staff regarding mental health. Collaborates with teachers, support staff, parents and other relevant individuals and entities in treatment planning.

Completes relevant paperwork in a timely and proficient manner.

Applies knowledge of child development to clinical practice. Provides education on behavioral health topics to staff, student and parent.

Performs other related duties as assigned.

Qualifications
MINIMUM QUALIFICATIONS

Education and Experience:

Master's Degree from an accredited university, and five (5) years of experience providing therapeutic/clinical services with a minimum of three (3) years post licensure experience and two (2) years of supervisory experience.

Licenses or Certifications:

Licensed Clinical Social Worker or Licensed Professional Counselor.
Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Supplemental Information
PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery and equipment including computers, copiers, telephones, etc. Must be able to exert up to 50 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Membership in the North Carolina Local Government Employees Retirement System is a requirement for all full-time and benefitted part-time employees. Employees contribute six percent (6%) of their annual compensation before it is taxed. If you have five (5) years of service, you are 100% vested in the NCLGERS.

LEAVE PROGRAMS

VACATION LEAVE

Vacation leave is accrued based on creditable years of service in the Local Government Employees Retirement System.

SICK LEAVE

For full-time County employees, sick leave accrues at eight (8.0) hours per month. Benefitted part-time employees accrue prorated sick leave based on a percentage of the full-time rate. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.

SICK LEAVE TRANSFER FROM OTHER AGENCIES

Unused sick leave earned from another North Carolina Governmental Agency and/or entity, will be accepted and transferred to the County as follows: twelve (12) sick leave days will be transferred and added to the employees active sick leave balance after completion of six (6) months of employment. The remaining balance of sick leave documented for transfer at the time of employment will be recorded in the employees permanent personnel file. On the fifth anniversary of employment with the County, the remaining balance of transferred sick leave will be added to the employees active sick leave balance.

HOLIDAYS

There are 12 County recognized holidays per year with 1 floating holiday available.

MILITARY LEAVE

Annual Training - 10 paid workdays granted.

Active Duty - 20 paid workdays granted.

CIVIL LEAVE

Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.

FAMILY & MEDICAL LEAVE ACT

Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.

PAID PARENTAL LEAVE

Parental Leave provides the employee paid leave for the first eight weeks of approved FML for the birth of a son or daughter, or placement with the employee of a son or daughter for adoption or foster care.

ADMINISTRATIVE LEAVE

Educational Leave is available to regular full-time and benefitted part-time employees when participating in a job-related, short course, such as an update, not to exceed ten (10) consecutive working days.

VOLUNTEER TIME OFF

Volunteer Time Off will provide employes with 16 hours of paid time per calender year to volunteer at approved Union County community partner agencies.
