The Finance Department is actively seeking a Risk Financial and Administrative Manager.

This position reports to the Risk Manager and is responsible for providing professional support to accomplish the goals and mission of the Risk Management Division relating to governmental and municipal financial, budgeting, accounting, auditing, actuarial, administrative, contracts, claim system and property casualty accounting, auditing, actuarial and claims guidance.

Examples of Work
- Prepares the annual Risk Management budget for City Worker's Compensation, General/Auto Liability Self-insurance, Loss Prevention and Ergonomic programs, and Financial Administration and Miscellaneous Insured Programs.
- Makes proposals and recommendations regarding budget projections and how to manage the budget along with the impacts that various courses of action can have.
- Reviews, monitors, adjusts and reports on divisions budget and expenditures.
- Prepares the Annual Comprehensive Financial Report for Risk Management Division.
- Distributes dividends or collects deficits from Self-insurance participant (City, JEA, WSU, JPA, and JHA) if needed.
- Performs the task of managing and monitoring the preparation of the actuarial study.
- Provides written communication in the form of reports, memos, letters and e-mails.
- Communicates clear direction, manages for results and leads organizational change.
- Review and monitor the revenue reconciliation for the division.
- Prepares budget transfers (BT) and transfer directives (TD).
- Manages and ensures compliance and renewal of the State license for Risk Management adjuster personnel. In charge of appointing new adjuster.
- Analyzes, resolves, and reconciles data input discrepancies between 1Cloud (City of Jacksonville Financial System) and ORIGAMI (Risk Management Insurance System) for financial accuracy.
- Completes and submits the city's self-insurance compliance reports to the State of Florida in the required time frames.
- Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
