The Position
The City of Maple Grove is seeking an innovative and detail-oriented professional to serve as the Recruitment & Retention Specialist! In this role, you will oversee the recruitment and selection process across all departments within the City. You will be encouraged to think creatively and implement innovative strategies to expand diverse candidate pools, enhance processes, and strengthen retention initiatives. Additionally, you will provide expert guidance to stakeholders throughout the organization while ensuring adherence to state and federal regulations. As the Recruitment & Retention Specialist, you will be involved in executing special projects to help achieve the strategic goals of the Human Resources Department. The ideal candidate will have a strong background in recruitment and retention, demonstrating exceptional organizational and communication skills to foster positive relationships with all stakeholders, alongside the ability to effectively manage innovative initiatives. Responsibilities
General HR
- Processes reports, surveys, and data as requested by HR leadership.
- Communicates policies and procedures clearly, providing guidance to staff at all levels.
- Provides customer service to internal and external customers, addressing inquiries and concerns with professionalism and respect.
Recruitment & Retention
- Manages recruitment and selection processes, ensuring equitable hiring practices and timely onboarding.
- Develops creative strategies to attract a diverse pool of candidates, including partnerships and marketing initiatives.
- Coordinates new employee orientation and ensures compliance with onboarding requirements.
- Schedules pre-employment medical exams and coordinates background investigations.
- Administers the applicant tracking system and provides training for end users.
Compliance
- Reviews policies and adherence to federal, state, and local regulations, providing recommendations to mitigate risks.
- Administers drug and alcohol testing processes in compliance with established guidelines and federal requirements.
- Maintains confidentiality in all HR-related matters and ensures compliance with data privacy laws.
- Conducts audits of HR-related information to ensure compliance with established protocols.
- Advises management and employees on interpretations of laws, regulations, and HR policies.
Employee & Labor Relations
- Assists with employee concerns related to potential policy violations, participating in investigations as necessary.
- Establishes and maintains cooperative working relationships with city staff and advocates for employee needs.
- Review employee concerns and recommend actions to resolve conflicts and issues.
Job Classification & Compensation
- Ensures the accuracy and relevance of job descriptions through regular updates and maintenance.
- Supports the administration of the job classification and evaluation system by analyzing job content and specifications.
- Collaborate with the Benefits and Compensation Specialist on wage scale development.
Special Projects
- Participates in citywide committees and leads planning activities for new program developments.
- Conducts research for special projects aligned with HR's strategic goals, offering actionable recommendations.
- Manages and serves as the subject matter expert on HR systems, supporting process improvements and system administration initiatives, including user training and system upgrades.
- Collaborates with various departments to implement innovative HR solutions and best practices.
Knowledge of:

Qualifications
Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Need to have:
- Bachelors degree in Human Resources or related field.
- Possession of, or ability to obtain, an appropriate, valid Minnesota driver's license is required.
- Three years of increasingly responsible experience in recruitment and retention.
Nice to have:
- Human Resources experience in a local, county or state government agency.
- Human Resources experience in a unionized work environment.
- Experience using NEOGOV, J.D. Edwards, Microsoft Teams, and Laserfiche
- SHRM or other HR certification is highly desirable.
- Four or more years of increasingly responsible experience in Human Resources is desired.
- Fluency in a language other than English is desired.
