Are you passionate about the thought of innovation? Do you want to be part of an exciting team that is managing and leading the effort in assessing and piloting new and innovative technologies for transportation projects and initiatives for our agency?
TxDOT's Strategic Initiatives and Innovation (STR) Division is looking for a Strategic Management Analyst III or IV based in Austin, TX. As a Strategic Management Analyst III or IV, you will aide in delivering the Innovation Section's Technology Pilot Program which includes providing support in conducting emerging technology assessments, procuring and piloting selected transportation-related technologies, as well as provide support in implementing and scaling these selected technologies throughout our great state of Texas. You will also be responsible for providing support for delivering our Innovative Transportation in Texas Program as well as other initiatives identified for our section of STR. This work will require collaboration with both district and division transportation professionals and subject matter experts located throughout our agency statewide.

Strategic Management Analyst III - B25 Salary Range $69,572.00 - $114,099.00
Strategic Management Analyst IV - B27 Salary Range $84,182.00 - $142,374.00

Executes highly complex enterprise programs for strategic initiatives, emerging technology, overall agency efficiencies and innovation. Work involves compiling, reviewing, analyzing and evaluating complex information; preparing comprehensive reports and monitoring multiple programs. Work entails extensive collaboration across agency at all levels. Work requires contact with executives, governmental officials, and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Executes project and program work effort for highly complex enterprise programs for strategic initiatives, emerging technology, overall agency efficiencies and innovation. Work involves coordinating project teams, compiling, reviewing, analyzing and evaluating complex information; preparing comprehensive reports and monitoring multiple programs. Essential Duties:
Strategic Management Analyst III:
- Serves as a project leader.
- Establishes performance targets and measures results through comparative analysis.
- Manages the strategic planning process and oversees the long-range strategic plan; establishes overall operating objectives and directs agency executive management in achievement of Department goals.
- Monitors and/ or analyzes federal and state laws, rules, and regulations with potential impact on assigned functions.
- Analyzes agency processes, policy and legislation, industry trends to identify and recommend solutions to enhance program
effectiveness and efficiency. - Coordinates liaison work between divisions and districts to collect, share, and track information.
- Identifies, develops, and implements strategic enterprise initiatives, enterprise programs, and emerging technology.
- Develops communication and organizational change management plans.
- Analyzes emerging technology and data tools for agency-wide application and implementation.
- Performs other job responsibilities as assigned.
Strategic Management Analyst IV:

- May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members' career conversations ; and approving leave requests to ensure operations coverage.
- Directs the development of metrics and dashboards, and report preparation designed to convey program performance measures.
Minimum Qualifications:

Education:
- Bachelor's Degree in a related discipline.
- Relevant work experience may be substituted for degree on a year-per-year basis. Substitutions for Minimum Qualifications
Experience:
- 4 years experience in management analysis, operations management, data analysis, program management, organizational change management, strategic planning, or related activities.
- Experience can be satisfied by full-time or prorated part-time equivalent.
- Related graduate-level education may be substituted for experience on a year-per-year basis.
Licenses and Certifications:
- Valid driver's license. This position requires driving a state vehicle.
Strategic Management Analyst IV:
Education:
- Bachelor's Degree in a related discipline.

Experience:
