To supervise, assign, schedule, and review work related to the city's water production and water control systems, and the work of field personnel responsible for the maintenance, operation, and repair of the municipal water distribution and sewer collection systems, provide technical staff assistance, and to perform related work as required.
General direction is provided by the Utilities Manager. Responsibilities include direct and indirect supervision of water production and control personnel, water distribution, sewer collection operation, and maintenance field personnel.
Ideal Candidate: The ideal candidate will have extensive experience in water system maintenance, operations, and regulatory compliance. They should be a strong leader with excellent problem-solving abilities, capable of supervising staff, coordinating projects, and ensuring the efficient delivery of safe and reliable drinking water to the community. Examples of Duties
Duties may include, but are not limited to the following:
  • Plan, coordinate, and supervise activities and work of subordinate personnel in the areas of water production, water distribution, and sewer collection operations. Establish and implement procedures and methods related to the water and sewer utility operations including water production, water distribution, and sewer collection activities.
  • Manage all aspects of the City's Supervisory Control and Data Acquisition (SCADA) system to ensure proper and effective operation.
  • Operate a computer, particularly with respect to SCADA operations, word processing and spreadsheet applications, and related software programs.
  • Evaluate and determine cost efficient and effective water treatment procedures and policies as they may relate to the City's current water treatment systems, including blending, ion exchange, and other processes.
  • Review and direct improvements relative to water quality issues, and oversee compliance with applicable water quality regulations.
  • Maintain a variety of records, logs, and other documentation including but not limited to meter reads, production records, water quality data, and groundwater information.
  • Function as primary Chief Operator for water production and distribution operations in the absence of other qualified personnel.
  • Troubleshoot mechanical and electrical issues that may develop within the water or sewer utility operations and effect necessary repairs.
  • Inspect subordinate work in progress and ensure that efficient and effective as well as safe work methods are used.
  • Maintain and update a variety of water and sewer system records, logs, and documentation.
  • Prepare reports, memos, and correspondence on a variety of matters.
  • Respond to a variety of inquiries, complaints, and requests for service from the general public.
  • Perform a variety of customer service duties, including investigating and responding to sensitive complaints and inquiries.
  • Explain the effect work projects may have on adjacent or affected property owners/residents.
  • Work with contractors and developers to coordinate utility service installations.
  • Assist in preparing and administering water and sewer budget.
  • Review and approve purchase requisitions for necessary parts, supplies, materials and equipment.
  • Recommend the purchase of major items and order routine purchases used on a regular basis.
  • Respond to water and sewer system emergencies as required.
  • Coordinate assigned work with other City departments, divisions, and sections.
  • Maintain a variety of records and information.
  • Train, supervise, and evaluate subordinate personnel.
  • Perform related duties as assigned.

Physical Activities/Requirements
  • See well enough to read instruction manuals, schematics, digital and analog instruments.
  • Speak well enough to converse in person, over the radio and on the telephone and be understood.
  • Hear well enough to recognize normal and abnormal mechanical sounds, converse in person, over the radio and on the telephone.
  • Stoop, bend, reach to pick up material, crawl into confined spaces, under vehicles and on top of equipment, climb ladders up to 15 feet high to perform repair and inspect work; use arms, hands and fingers to write, draw diagrams, operate personal computer, use hand tools; perform overhead tasks using hand tools.
  • Lift and carry up to 100 pounds; have the stamina to work in severe weather during a regular work schedule and beyond in the event of emergencies.


Typical Qualifications
Knowledge of:
  • Tools, equipment, and procedures used in the operation, diagnosis, repair, and maintenance of water and sewer utility systems.
  • Principles and procedures of preventative maintenance related to water and sewer utility systems.
  • State of California Department of Public Health regulations regarding water and sewer operations, particularly in the areas of water quality, water quality sampling, and reporting.
  • State of California Regional Water Quality Control Board regulations and reporting requirements.
  • Computerized information systems, including SCADA functions, Programmable Logic Controllers (PLCs), and general office programs.
  • Operation and functions of pneumatic, electronic, and mechanical controls and devices.
  • Occupational hazards, safe work practices and environmentally sound work habits.
  • Principles and practices of personnel management.

Ability to:
  • Read and interpret blueprints, schematics, diagrams, and construction drawings.
  • Understand and carry out oral and written directions.
  • Establish and maintain cooperative relationships with those contacted in the course of work.
  • Work productively in the absence of supervision.
  • Work in emergency situations and during inclement weathers and make effective decisions under stress and in difficult situations.

Experience

Five years of increasingly responsible experience in the production or treatment of domestic potable water and maintenance of water distribution system, including significant supervisory experience.

Education

Equivalent to completion of the twelfth grade, supplemented by specialized training in chemistry, mathematics, electronics, and water production operations,

License or Certificate

Possession of a State of California Department of Public Health, Grade 3 Water Treatment Certificate. Related and similar certifications may be substituted at the discretion of the City.

Possession of a State of California Department of Public Health, Grade 3 Water Distribution Certificate. Related and similar certifications may be substituted at the discretion of the City.

Possession of, or ability to obtain, an appropriate valid California driver's license.
