Primary Purpose
The Senior Vice President (SVP) of Ambulatory Operations is responsible for executive leadership and strategic oversight of all ambulatory clinics, ensuring high-quality, patient-centered care while optimizing operational performance and financial sustainability. This role also leads transformational initiatives aimed at driving operational excellence, business growth, and quality improvement within Parkland Health and Hospital System (PHHS). The SVP collaborates with key stakeholders to implement innovative care models, improve efficiency, and ensure alignment with regulatory requirements and industry best practices.
Education
- Master's degree in Business Administration, Healthcare Administration, Public Health, Industrial Engineering, or a related field required.
Experience
- Minimum of eight (8) years of senior-level healthcare management experience in an acute care facility, ambulatory clinic setting, or integrated delivery system.
- Expertise in ambulatory operations, performance improvement, patient experience enhancement, and financial management.
- Proven experience in leading and overseeing large, complex, multi-disciplinary projects aimed at improving efficiency, increasing revenue, and reducing costs.
Equivalent Education and/or Experience

Job Accountabilities
Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.

Responsibilities
Ambulatory Clinic Oversight & Service Delivery
- Provide executive oversight for all ambulatory clinics, ensuring high-quality, efficient, and patient-centered care.
- Develop and implement strategic initiatives to enhance service delivery, patient access, and operational efficiency across ambulatory settings.
- Promote a culture of collaboration between medical staff, care teams, and administrative leaders to drive performance improvement and patient satisfaction.
- Oversee facility improvement initiatives, including new clinic development, renovations, and equipment procurement.
- Monitor and enhance patient throughput, scheduling optimization, and care coordination to improve operational flow and clinical outcomes.
Strategic Leadership & Transformation
- Lead the development and execution of system-wide transformational initiatives, including operational improvements, business development, and cost optimization.
- Drive innovation by fostering partnerships with external organizations such as universities, peer hospitals, and local businesses.
- Align ambulatory operations with enterprise-wide strategic priorities to enhance financial performance and service delivery.
Regulatory Compliance & Quality Improvement
- Ensure ambulatory clinics operate in full compliance with regulatory agencies and accrediting bodies.
- Develop performance metrics to evaluate operational efficiency, quality outcomes, and financial performance.
- Establish and oversee continuous quality improvement initiatives within ambulatory services, focusing on patient safety, access, and clinical effectiveness.
- Conduct regular compliance audits and implement necessary remediation plans.
Financial Management & Business Development
- Oversee financial performance, including budgeting, revenue cycle management, and resource optimization for ambulatory operations.
- Identify revenue opportunities, evaluate financial impact, and implement cost-saving initiatives within the clinic network.
- Collaborate with strategic partners to drive business growth, expand services, and adapt operations to emerging market trends.
Talent Management & Organizational Development
- Recruit, retain, and develop a diverse and highly skilled ambulatory workforce.
- Foster an inclusive, collaborative, and high-performance work culture within the clinic network.
- Implement workforce metrics to monitor and improve employee engagement, retention, and performance.
- Provide leadership development and succession planning within ambulatory services.
Stakeholder Engagement & Communication
- Serve as the primary liaison between ambulatory operations, transformational initiatives, and executive leadership.
- Provide regular status updates to the Board of Managers, senior leadership, and key stakeholders.
- Engage work stream sponsors and ensure alignment between ambulatory services and system-wide goals.
