The Senior Web Program Manager plays a critical role in Metro's ongoing digital modernization efforts, overseeing both internal and external web solutions designed to enhance operational efficiency and improve user experience. This role is responsible for the end-to-end management of web application solutions, ensuring alignment with the Authority's information and telecommunications technology objectives and supporting the authority's strategic goals. The Senior Web Program Manager collaborates closely with cross-authority teams to drive technical innovation and leads the modernization of Metro's digital assets and infrastructure support systems.

In this role, the incumbent will manage web application development focused on extending enterprise applications to a diverse range of users across the authority. They will engage with end users to refine features, interpret technical roadmaps from vendors, and communicate business impacts to executive leadership. The role requires expert judgment to assess business needs and deliver sustainable, high-performance solutions that support Metro's operational and strategic initiatives.

Reporting to the Director, Product Modernization, the Senior Web Program Manager will leverage strategic insights to plan, design, and execute web application programs, projects, and studies. The incumbent is expected to stay at the forefront of web technologies, ensuring long-term sustainability in architectural decisions while maintaining a strong focus on innovation, risk mitigation, and continuous improvement.

Minimum Qualifications

Minimum Education
  • Graduation from an accredited college or university with a Bachelors Degree in Management information Systems, Systems Engineering, Finance, Computer Science ,Business, or related discipline.
  • Or, in lieu of degree, a high school diploma or GED and an additional four (4) years of demonstrated progressively responsible experience in web design and development, including experience managing large-scale web development projects.

Minimum Experience
  • A minimum of seven (7) years of experience in web design and development, including experience managing large-scale web development projects. Must have experience using back- end frameworks, such as Express or Fastify including via Representational State Transfer application programming interfaces and Graph QL language.

Preferred Qualifications
  • Experience working with ServiceNow product suite and solutioning

Summary

The Senior Manager, Web Programs provides authority-level Web technical direction and technical management of Metro's Digital Modernization assets and infrastructure support systems. The incumbent exercises a broad authority to manage the Web Application delivery, determine and implement Metro's information and telecommunications technology program goals and objectives.

The Senior Manager works under the supervision of the Director, Product Modernization, who provides administrative direction. the incumbent uses expert judgment in interpreting the intent of existing guidelines, identifying areas of interest that need further development or study, and in evaluating the significance and impact of new developments on the internet. The Senior Manager exercises independent responsibility in Web Application planning, designing, and executing programs, projects, studies and other work.

Essential Functions

Principal Job Duties
  • Responsible for the deployment of information resources related applications & functions (such as Integrated Risk Management planning, policy, standards, data processing services, telecommunications services) on an Authority-wide scale.
  • Responsible for providing authority-wide direction and management for Metro's web application development efforts to evaluate, recommend and implement Low/No Code, and app development Web applications, and business process automation, and technology management plans and systems for use by the authority and its departments.
  • Coordinates Web application development initiatives of the business unit managers into a cohesive Low/No Code Web application development plan for the Authority.
  • Provides guidance and oversight to both developmental and regular staff in using systems software for the Authority.
  • Participates as a Team Lead with engineers and business representatives to develop, conduct and maintain all live business applications.
  • Develops and implements ideas for new Web applications to execute on Metro strategic transformation plan initiatives and plans.
  • Advises, counsels and directs MobileApplication development for new departments and offices, as well as for existing agency redesigns and reorganizations.
  • Oversees performance of the Web Application Management suites and supporting tools. Responsible for quality assurance review of all online applications.
  • Ensures ease of use, plain English language directions, and appropriate user experience to warrant and maintain federal Rehabilitation Act, Section 508 compliancy.
  • Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. The report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. A progress report will be provided to the Office of Management & Budget well as the program's front office (Executive Leadership Team member) as required.
  • Responsible for cost allocation and alignment to appropriate projects and for the timely and accurate review and approval of applicable invoices.

  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our AgencySafety Plan, other regulatory requirements within the Safety Management System and just culture principles.
