Position Overview
This position is accountable for the supervision of all field activities involved in the construction of highly complex or multiple projects within District 9.
Essential Functions
- Provides adequate engineering supervision to contractors involved in highly complex construction projects in accordance with plans and specifications.
- Provides engineering solutions to design problems and unique conditions involving new construction techniques.
- Coordinates multi-job projects so they adhere to schedules.
- Resolves complaints from private citizens and local governmental agencies regarding project inconveniences.
- Ensures usage of proper safety and traffic controls by contractors.
- Maintains project records.
- Supervises and trains subordinate personnel in accordance with departmental policies and sound engineering practices.
- Ensures compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Four years of experience in civil engineering.
Preferred Qualifications
- Knowledge of the principles and practices of civil engineering as it relates to roadway pavements, drainage structures, concrete structures, and modern survey practices.
- Knowledge of modern methods and techniques as applied to design, construction, and maintenance of public works.
- Ability to develop and maintain cooperative relationships with internal staff and external stakeholders.
- Good oral and written communication skills.
Conditions of Employment
- The conditions of employment listed here are incorporated and related to any of the job duties as listed in the job description.
- Requires extensive travel within the district and occasional travel outside of the district, in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
- Overtime outside normal work shift hours and weekends.
- Shift schedule changes may be required to work overnight shifts based on contractor's schedule.
- Ability to work in confined spaces, climb steep terrain, wade in water, and deal with animals, insects, rodents, and snakes.
- Perform physically demanding outdoor work in a variety of conditions including, but not limited to, inclement weather (hot, cold, wet, windy, muddy), active construction sights and roadways open to traffic.
- Must be able to sit for extended periods of time.
- Ability to successfully pass a background check.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
