Why does the job exist?

This position will oversee the day to day operations administratively, fiscally and clinically of all programs under Maternal Health. This includes but not limited to:
NM Maternal Mortality Review Committee
Birthing Workforce Retention Fund
Certified & Licensed Midwifery Program
Title V High Risk funds
Doula Certification Program

How does it get done?

The program manager will be expected to over see multiple projects to achieve strategic goals for Maternal health in NM. Key assignments typically include:
Program Planning & Strategy
Define program objectives aligned with organizational goals.
Develop detailed road maps and timelines.
Identify key stakeholders and resources needed.
Project Coordination & Oversight
Supervise project managers and teams.
Ensure projects stay on schedule and within budget.
Resolve conflicts and remove roadblocks.
Budget & Resource Management
Develop and manage program budgets.
Allocate resources efficiently across projects.
Secure funding and report on financial performance.
Stakeholder Engagement & Communication
Serve as the primary point of contact for leadership, partners, and funders.
Provide regular progress updates and reports.
Facilitate collaboration across teams and organizations.
Risk Management & Problem-Solving
Identify and mitigate potential risks.
Implement contingency plans as needed.
Ensure compliance with regulations and best practices.
Performance Monitoring & Reporting
Track program success using key performance reports.
Collect and analyze data for continuous improvement.
Prepare reports and presentations for leadership and stakeholders.

New Mexico Department of Health, Pregnant Women of NM, MMRC Members, Independent practitioners.

Ideal Candidate

An ideal Maternal Program Manager candidate should have a mix of education, experience, and skills related to maternal and child health, public health/public assistance program management, and stakeholder coordination.
5+ years of experience in maternal and child health programs, public health, healthcare administration, public assistance programs or community health. Clinical experience is a plus, but not required.
Experience managing grants, budgets, and program evaluation.
Knowledge of Title V, Medicaid, maternal mortality prevention, and health equity initiatives.
Experience working with government agencies, nonprofits, and community organizations.

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Education and years of experience must be related to the purpose of the position.
If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Five (5) or more years' experience supervising, managing and evaluating employees.

Working Conditions

Office setting. Sitting for long periods of time viewing computer monitor. Repetitive hand movement. Standing, walking, lifting up to 20 lbs. Use of computer, copier and telephone. Occasional travel may be required.
