The Management Analyst 5 position, within the Health Services Division's Quality Assurance Team, plays a critical role in supporting the DOC's mission and values. Reporting to the Health Services Quality Assurance Program Manager, this position leads the development, implementation, design, and sustainability of health services reporting across the department.

Key responsibilities include coordinating and conducting research, program evaluation, and data analytics to provide valuable insights to the Office of the Governor, Office of Financial Management, the Legislature, Centers for Medicare and Medicaid Services (CMS), research partners, stakeholders, and other public policymakers. By enhancing the quality and effectiveness of health services reporting, this position directly contributes to improving public safety and positively changing lives.

Duties
Target Population for 1115 Waiver; Most of the analysis conducted will be specifically related to reviews on incarcerated individuals engaged in health care whose rates of chronic illness, mental health conditions and substance use disorders. The key objectives are to;
  • Reduce recidivism by improving healthcare access pre and post release
  • Address systemic health inequities in prison populations
  • Improve care coordination between prison and healthcare systems and Medicaid providers upon release

Under the direction of the Health Services Quality Assurance Program Manager Data Collection: 1115 Waiver.
  • Data Collection and Management in relation to the 1115 Waiver
  • Analysis and Reporting in relation to the 1115 Wavier
  • Innovation and Process Improvement

Tasks include:
  • Identify and aggregate healthcare, behavioral health and demographic data specific to incarcerated individuals in Washington State Prison.
  • Maintain accurate records of patient populations including race, age, gender, chronic illness, substance use disorders and mental health diagnoses.
  • Ensure data sources from OMNI-HS, Medicaid and community health services are integrated and standardized for analysis.
  • Monitor data quality, resolving inconsistencies related to health care delivery in a correctional health care setting.
  • Conduct statistical analyses on healthcare outcomes, such as the impact on expanded Medicaid services on a Washington State DOC Health care populations falling under the 1115 Waiver.
  • Access trends in utilization of healthcare services, including substance abuse treatment, mental health care and chronic disease management.
  • Prepare reports on outcomes tied to waiver goals, such as reducing emergency medical costs, improving access to behavioral health care and addressing social determines of health post release.
  • Create dashboards and visualizations that clearly communicate healthcare metrics to policy makes, correctional administrators and community health partners.
  • Leverage advanced analytics tools, such as predictive modeling, to identify high risk individuals for targeted interventions (Correctional Health Care including, mental health, and chronic disease exacerbations).
  • Explore opportunities to improve efficiency of healthcare delivery and data tracking in a correctional health care setting. This includes implementing electronic health records tailored to a correctional health care setting.
  • Develop methodologies to measure the long-term impact of Medicaid services on correctional health care patient outcomes, particularly related to those who are transitioning back to the community post release from a WA DOC Prison.
  • Respond to ad hoc requests by internal and external stakeholders. Using SQL, SQL Server Reporting Services, Health Service SQL database, and Power BI, design, develop, and implement Health Services management and operational reports addressing complex issues related to business practices and policies.
  • Formulate strategies to generalize and integrate complex data for analysis of trends, data issues, and outcomes
  • Provide complex analysis, planning, solutions, and advice for internal and external customers Consult with DOC staff members and external customers regarding Health Services and other data needs/requirement
  • Coordinates and communicates with Patient Centered Medical Home and other teams to identify data needs, reporting solutions, and makes recommendations for improvement processes.
  • Work with external consultants (i.e., federal and state agencies, higher education partners) and internal staff to determine what data needs to be collected, when, where, how, by whom, to ensure the most efficient and effective deployment of resources and to achieve the desired results of the Department
  • Identify and implement data processing improvements, including but not limited to: efficient coding, ensuring appropriate documentation, data integrity, and streamlining processes Maintain code: Update as required to ensure alignment with policy and practice.
  • Participate in and/or lead problem solving and process improvement workgroups for Health Services reporting
  • Provides data for data sharing agreements with DOH and other external stakeholders as needed
  • Identify and implement data processing improvements, including but not limited to: efficient coding, ensuring appropriate documentation, and streamlining processes
  • Establish, implement, and adhere to branding, formatting, and data presentation and verification guidelines
  • Determine appropriate product and dissemination methods based on customer needs
  • Conduct ongoing assessments of data quality and provide methods to improve data integrity.

Under the direction of the Health Services Quality Systems Program Manager Helps lead data efforts around advancements in Quality Assurance and Improvement for services related to the 1115 wavier as outlined above.

Work with Quality Assurance Manager and other Quality Department team members (DOC Research, CQIP Teams Etc.) and other varied teams to analyze trends, identify issues, and present findings related 1115 wavier, making data recommendations to executive staff and external partners in regard to Quality Assurance Matters.

Tasks include:
  • Coordinate and communicate with the Health Information Exchange and other teams to identify data needs, propose reporting solutions, and recommend process improvements specific DOC patients who are engaged in chronic care services, behavioral health services and other areas covered within the 1115 wavier as it relates to quality improvement and assurance.
  • Ensure strict compliance with HIPAA and other privacy regulations when handling sensitive data for correctional health care patients.
  • Adhere to CMS guidelines and state Medicaid requirements for reporting healthcare outcomes for prison populations.
  • Maintain detained documentation of methods, assumptions and processes for audits and evaluations particularly for 1115 waiver reporting.
  • Gather Quality Assurance and requirements and variables needed for reports, including identifying data sources and defining counting rules pertinent to all services covered within the preview of the 1115 wavier as it relates to quality improvement and assurance.
  • May include such things as participation in interagency and cross state agency work groups, special projects, and back-up support of other positions. Working with other Research Data and Analytics staff to provide data upon request, working with Emergency Operation Command to provide data upon request, working with Communications to provide data upon request.
  • Utilize SQL, SQL Server Reporting Services, the Health Service SQL database, and Power BI to design, develop, and implement management and operational reports addressing complex issues related to business practices and policies under DOC's Health Plan and Settlement agreement pertaining to Correctional Health Care and quality assurance and compliance.
  • Develop and maintain certified data sets for work related to services outlined within the 1115 wavier as it relates to quality assurance and compliance.
  • Determine/ identify appropriate data sources/variables per assignment and gather requirements.
  • Select the most suitable platform for presenting data (e.g., Excel, SQL Server Reporting Services, Power BI) in line with standards.

Under the direction of the Health Services Quality Systems Program Manager Cross Divisional Team Based Work Related To: on the improvement correctional health care services for patients falling within the demographics of the 1115 waiver as outlined above.
  • Collaborate and Stakeholder Engagement
  • Respond to mandatory Health Services related ad hoc and recurring requests from internal and external stakeholders in a responsive, accurate, and timely manner. Independently develop, prepare analyses, and recommend data and business rules that support data needs, summaries, and reports. Requests include those from legislative staff, the Governor's Office, Communications office, WA Department of Health, Health Care Authority and other high-profile customers.

Tasks include:
  • Coordinate and communicate with the Patient Centered Medical Home and other teams to identify data needs, propose reporting solutions, and recommend process improvements specific DOC patients who are engaged in services related to the 1115 wavier and other related services.
  • Collaborate with prison healthcare providers, Medicaid administrators and state agencies to algin data strategies within the 1115 wavier objectives.
  • Facilitate discussions with correctional health care and other officials including re-entry organizations to evaluate healthcare continuity for transitioning (pre and post release)
  • Provide insights and recommendations for improving healthcare service delivery within the correctional health care facilities based on data findings.

Qualifications
Required Qualifications:
  • Experience using SQL Server Integration Services (SSIS)/ Extract Transform Load (ETL) to support maintenance of multiple databases.
  • SQL Server database design, programming and maintenance experience (2 or more years of professional experience).
  • Team Foundation Server and Visual Studio experience.
  • Lead worker experience.
  • Previous work experience in health informatics.
  • Working knowledge of 1115 Medicaid Waiver terminology and national coding standards.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
