Description

This position assists the Fire Chief and Command Staff in planning, organizing and directing programs of the combined City of Columbia and Richland County Unified Fire Service in overseeing the department's planning initiatives and compliance responsibilities for accreditation, ISO evaluations, and strategic planning. The incumbent works within a general outline of work to be performed and develops work methods and sequences under general supervision. This position reports to the Assistant Chief of Administration.

The work is considered medium-to-heavy in nature and involves walking, standing, climbing, balancing, stooping, lifting, pushing, pulling or raising objects and also involves exerting between 20 and 50 pounds of force on a recurring basis and 50 to 100 pounds of force on an occasional basis. The work requires the following physical abilities to perform the essential job functions: balancing, climbing, crawling, crouching, fingering, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

Work environment may involve exposure to fire hazards, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, airborne particles, traffic, moving machinery, electrical shock, heights, disease/pathogens, toxic/caustic chemicals, explosives; and requires time spent working in physically threatening environment that requires life and death decisions for one's self and others.
Essential Job Functions

  • Coordinates the department's self-assessment and other preparations made in advance of initial or renewal of accreditation;
  • Drafts new or revise written directives or assign writing projects to subject matter experts or supervisors to achieve accreditation objectives;
  • Manages the department's data collection;
  • Ensures revisions of all departmental written directives are in compliance with accreditation standards;
  • Keeps the Fire Chief and command staff updated on the department's accreditation status;
  • Continuouslyensuresthedepartmentcontinuestoadheretoallaccreditation standards;
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate, offers advice and assistance as needed;
  • Participates in the formulation of policies and procedures;
  • Responds to structural and other major fires and emergencies, as required;
  • Attends and participates in public functions to promote fire prevention, code enforcement and establish and maintain favorable public relations;
  • Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, reviewing mail and literature, attending and conducting meetings, etc.;
  • Attends required training courses and seminars; knowledgeable of modern fire/rescue service methods and administration;
  • Remains available 24hoursperday,sevendaysperweek,foremergency response; and
  • Performs other related duties as assigned.

Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK:
  • Associate's degree in fire science or closely relatedfield;
  • Seven (7) years of relevant priorexperience;
  • Valid South Carolina Class "D" Driver'sLicense;
  • S.C. Firefighter I and II Certifications;
  • S.C. Fire Officer I Certification;
  • Must be a Battalion Chief or higher in rank.

Knowledge, Skills, and Abilities

  • Knowledge of general community risk reduction practices and the process;
  • Knowledge of the Accreditation process as set forth by the Commission on Fire Accreditation International(CFAI);
  • Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes;
  • Knowledge of personal computer equipment with skill in the use of Microsoft Office preferred, word processing and database software programs;
  • Ability to plan or direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope;
  • Ability to counsel or instruct/train others through explanation, demonstration and supervised practice or making recommendations based on technical expertise;
  • Ability to perform work involving the application of principles of logical thinking or scientific, medical or legal practice to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact;
  • Ability to read journals, manuals and professional publications; speaking informally to groupsofco-workers,staffinotherorganizationalagencies,thegeneralpublic,people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
  • Ability to professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures;
  • Ability to express ideas clearly and concisely both orally and in writing; and
  • Ability to make decisions, affecting most segments of the organization and the general public; works in a highly dynamic environment; responsible for establishing goals, objectives and policies.
