HDR has a great opportunity for a Deputy Program Director that will support both the construction and materials departments and will be responsible to drive innovation and provide expertise and resources to our valued client. The vision for this role is to support our client's Construction and Materials Program across all workstreams while helping guide the implementation of recommended program enhancements.
In the role of a Construction and Materials Deputy Program Director, we'll count on you to manage the following areas:
Contract Management
Focus on managing the generation of operations contracts. Ensure scope is developed and the contracts are designed to meet the intended scope. Follow the contract generation process and track progress toward completion. Work with stakeholders to ensure adequate review times are established.

Focus on controlling the project delivery process. Operations (construction, maintenance, facilities, traffic operation, materials) has a strong voice in the plan production process. Construction & Materials program delivery
Work program planning, long and short-range forecasting, identifying and supporting project needs as they come up. Work to provide a standard of excellence for project delivery at the Turnpike. Focus on large areas of the construction program needs (stakeholders (internal and external), risk, cost, schedule, program delivery, initiatives.
Design and implement programs for project delivery
o CEI empowerment
o Contract management expectation
o Stakeholder expectations and management
Build upon the GEC scope developed
o Plan, develop, and implement best practices across the construction and materials office
o Monitor the progress of the best practice
o Monitor the existing GEC, CEI, contractors, etc.
o Provide direct support to project
Identify projects deficient in areas such as of stakeholder engagement, risk management, contractor relationships, forecasting, and planning, and directly support those projects to help get them on track or keep them moving in the right direction.
Focus on areas of interface between stakeholders (internal and external) and develop and monitor best practices for these connection points.
Focus on program risk
Focus on program cost (CEI, Construction, GEC, etc)
Focus on program schedule (procurement, construction, program, CEI procurement, etc)
Serve as management arm of the client's program
Responsible for setting expectations, monitoring progress, and implementing corrective actions for the Construction and Materials programs.
Provide staffing to support the management team.
Responsible for the delivery of specific functions:
o Geotech
o Material
o Construction
o Plans development
o Project control
o Administration support
o Final estimate
o Structural material
o Other areas identified

Preferred Qualifications
- Master's degree in Engineering, Construction Management, Sciences, Planning, Business Administration or closely related field
- 20 years engineering and management experience
- Previous experience with FDOT or Florida Turnpike Enterprise
- Ability to lead and manage a large staff
- Ability to develop, review and implement policies, methods, practices and procedures
- Ability to provide regular updates on the trends and successful outcomes, budgeting and forecasting of activities
- This position is collocated at our client office in the Fort Lauderdale area
Qualifications
Required Qualifications
- Bachelor's degree in Engineering, Construction Management, Sciences, Planning, Business Administration or a closely related field
- At least one of the following licenses/certifications: Professional Engineering License, PMI Project Management Professional (PMP) certification, PMI Program Management Professional (PgMP) certification, AICP Certification, or CMAA Certified Construction Manager (CCM) Certification
- Program management experience consistent with the following requirements: A minimum of ten (10) years of program management experience, with at least four (4) years as a Senior Program Manager, and Experience leading as a Senior Program Manager or serving in a similar role on delivery of three or more programs, each with a capital value of $500 million or more, and. Experience delivering concurrent programs with a total value of $500 million or more qualifies as one of the required programs
- Strong leadership skills with experience building a cohesive team culture and managing team members located in various locations
- Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
- Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)
- Familiar with the various types of tools used to manage large programs - PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
- Experience working in an integrated fashion within a Program Management Office (PMO) comprised of both consultant and client staff
