The mission of the Office of the Secretary of State (SOS) is to administer elections and government ethics in accordance with state and federal law and to maintain and provide access to the instruments vital to the efficient operation of state government. It is also the mission of the Secretary of State to file and maintain records vital to the interests of commerce and industry.
The IT Division is overseen by the Chief Information Officer II and is responsible for all aspects of IT operations and strategic planning in support of the Office. The IT Division maintains the information systems which host two of our three primary lines of business, as well as the servers and technology infrastructure that is necessary to enable the internal functions of the Office. These information systems are hosted on SOS-owned equipment that is housed at the New Mexico State Data Center. In addition, the IT Division provides excellent customer service to the SOS's office staff who are responsible for engaging with the people and businesses of New Mexico.

Why does the job exist?
The Deputy IT Division Director is responsible for assisting the Division Director with the management of the IT Division and its technology resources to efficiently enable the Office's execution of its mission and objectives. With considerable independence, this position oversees the day-to-day operations of the IT Division and supervises approximately ten technical staff. Finally, this position provides leadership and helps guide the Office's strategic use of technology.
How does it get done?
IT Staff Administration: This position performs typical supervisory tasks including meeting regularly with direct reports, evaluating their performance, and providing coaching and mentoring as needed.
IT Service Delivery: The Deputy Director is responsible for ensuring timely delivery of IT services to internal and external customers. Services must be delivered in keeping with industry best practices, security standards, and applicable statues and regulations. To accomplish service delivery, this position directs the day-to-day activities of IT and vendor staff to meet the operational commitments and priorities of the SOS and to ensure the availability of its public-facing information systems. Finally, this position communicates vertically within the organization to ensure consistent messaging, solve problems, and lead the SOS to successful outcomes.
IT Project Management and Business Analysis: The Deputy Director participates in project meetings to provide strategic direction and to make sure that needed IT resources, including staff, are available. Over time, this position will be a subject matter expert on the SOS's business functions and the related information systems. This position facilitates completion of required documentation for certified projects.
IT Security: Cybersecurity is a priority for the SOS and this position works closely with the CISO and Security Division to meet the growing security demands on the office. Checking for compliance with PCI regulations, helping execute security projects, and overseeing corrections of identified weaknesses are common tasks.
IT Budget Management and Strategic Planning: This position actively participates in budget and strategy-focused leadership meetings. In addition, the Deputy reviews and approves IT hardware and software purchases.
The Deputy serves as the Director with full responsibility and accountability during temporary and unexpected absences of the CIO II.

Internal and external customers of the Secretary of State including the Leadership, the CIO, the IT staff who are supervised, County Clerks, and the owners of businesses that operate in New Mexico.
Ideal Candidate
The ideal candidate will demonstrate successful experience in the leadership and management of IT personnel, information systems, and technology hardware in a government setting. Such expertise needs to include driving both operational and strategic initiatives. A background in multiple IT disciplines such as systems administration, network administration, application development or similar is highly desired, as is general curiosity and interest in information technology. Lastly, the ideal candidate shall possess strong written and oral communication skills with widely varied technical and non-technical audiences.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and six (6) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. At least two (2) years leading an IT team.

Must possess and maintain a valid Driver's license and be able to obtain a defensive driving course certification within six months of hire date including pass a background check, as a condition of continued employment.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Hybrid remote work eligible.
