Position Overview

This position is accountable for administering and implementing the Equal Employment Opportunity (EEO), Labor Compliance and the Disadvantage Business Enterprise (DBE) Program policies and provisions, including the appropriate utilization of minorities and women in the work force, on all district contracts especially where federal funds are involved

Essential Functions

  • Monitors conformance to existing Equal Employment Opportunity (EEO) and Labor Compliance policies and conducts reviews or studies. Provides interpretation and analysis of policies which area of a sensitive and confidential nature.
  • Recommends courses of action and programs to the Regional Construction Engineer regarding Labor and EEO compliance provisions.
  • Supervises and/or performs contract EEO and Labor Compliance and Trainee Records Inspection of contractors performing work for the department.
  • Coordinates and monitors the Disadvantage Business Enterprise (DBE) Program. Calculates DBE goals on projects for each letting. Recommends set-aside projects for lettings.
  • Establishes and maintains continuous status of percentages of district goals and ensures it is met.
  • Makes recommendations regarding pre-post award waivers on construction contracts and contractors.
  • Supervises and/or conducts inspections relative to contract compliance reviews and complaints. Ensures compilation of current and accurate EEO statistical data for submittal to state and federal authorities.
  • Supervises staff and handles oversite of the District 9 DBE Resource Center.
  • Keeps all contractors, Resident Engineers/Technicians informed of changes to the EEO Labor Compliance Program and DBE Program including rules, and regulations.
  • Participates in pre-job conferences and ensures the EEO and DBE requirements are explained to contractors.
  • Organizes and administers pre-bid meetings prior to lettings.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.


Minimum Qualifications

  • Completion of bachelor's degree majoring in business, economics, statistics, sociology, public finance or public administration PLUS two years of experience in public or business administration, research, statistics, public finance or accounting OR Eight years of related experience in public or business administration, research, statistics, public finance or accounting.

  • Ability to plan, organize, and execute administrative or technical program requirements.
  • Ability to apply modern management techniques and concepts in program and task accomplishment.
  • Ability to plan and direct efforts of employees in the efficient accomplishment of section objectives.
  • Strong oral and written communication skills.
  • Ability to maintain harmonious relationships with agency officials and the general public.


Conditions of Employment

  • Occasional districtwide travel and some statewide, which may include overnight stays.
  • Occasional overtime during evenings and weekends.
  • Performs outdoor work in a variety of conditions including, but not limited to, inclement weather (hot, cold, wet, windy, muddy), active construction sites, and roadways open to traffic.
  • Successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
